of General Sherman to increase the
number of enlistci men to 25.000, and
also to abandon minor posts throughout
the west and northwest and concen
trato the forces at permanent strategic
points.
The Mississippi jetties are referred to
as a complete success in opening an
uninterrupted channel to the ocean
from the Mississippi valley.
The secretary endorses the recom
mendation of the adjutant general in
relation to placing the uniformed State
militia upon the same fooling in respect
to its rules and forms as the regular
force and calls attention to the neces
•roviding hy legislation for the
organization, arming and disciplining
of the militia.
Of coast defence the secretary says :

the fortifications referred to by the
chief of engineers 1 am able to empha
sise his recommendations, and beg to
