The notes will be delivered by Amer ican diplomatic officials in Great Brit ain, France, Italy, Belgium, Japan, China, Portugal and the Netherlands te the foreign offices of these countries. The United States being the first of the signatory nations te ratify the treaties, it Is c6nsldercd here that some time will elapse before the various na tions indicate their readiness te ex change ratifications. The exchange of ratifications will take place .in Washington, as provided by the treaties, and the agreements will be binding en all parties as seen as the exchange has taken place. State Department officials said the reservation te the Four-Power Treaty would net require anything mere than tdclt agreement by tne ether Powers, and that the consent of these Powers te nn exchange of ratifications would be sufficient acquiescence in 'the reserva tion.
