Despite the fact of tho eer-increasing disturbing and conflicting developments and nppearinccs nnd behind all the clouds of distrust and upprehenslon there arc signs, reliable ones, too, which, when anal) zed dispassionately, indicate constant gain of strength lu the inher ent position of the market and in the Edncrnl situation as well. Certain un-)oked-for obstacles may cause dclav In the promulgation of the constructive program, but the undenioble fact re mains open to challenge, and that Is tho market has proved conclusively to be absolutely shock -proof. As to its liquidated condition, thero is room for diversity of opinion. Hull the daj -today outcropping of weakness and seem ing forced selling is unmistakably the outcome of localized conditions and is entirely irrelevant to major movement, which spent its force some weeks ago. The greater source of disappointment is found in Washington because of the lamentable and discouraging dilatory 'tactics of the lawmakers. Only a few months ago eyes and hopes were turned toward Washington as the promised land of the constructive developments. No criticism can be made of the efforts and nrocram of the Administration. Tho trouble lies in the seeming inubllity of congress to agree on any one point, whether it concerns the relief of toe railroads, tax revision or tariff meas ures. While all signs point to additional dividend disuppointments, till it will be found much of this has already been discounted.
