THE Letters to the Editor .Statue to World War Flflhters To the EAltar of the Evenlrg Publlo Ledger: Sir A Phlladetphlan having stayed away from this city for n number of years Is bewildered at seelnn the beautiful Parkway boulevard. Wonder of wondersl I It pos sible that this American Champs Elysees his transplanted the old shacks that once was the scenery from tho Mayor's office window? The beautiful lights, those stately trees, that wonderful fountain, all comprise the wonder of Philadelphia" wonders. Or n wideawake citizen whose hands have been tied by dirty politicians. Thank heavens, we can sco our way through now! We've got the Mayor we wanted and he's lot the support ho wanted. But getting- back to the boulevard, you will aware J ourselves of the fact that nn the corner of Hroad nnd Filbert streets, where tho thoroughfare starts. To the Editor ot the Evening Public Ledger Sir Recently In your paper It was noted that the United States Itallrond Labor Board had decided that tho pay of 1.000 000 un skilled workers shall be cut. What I want to know, but am possibly too dense to understand. Is why the cut began on men making not over fifty cents pet hour ana e.UU UIMKCIIieil unu ilia eiiut' iiirwinitti-,, .. small-wage man does not get his rent, fuel and food any cheaper because of having to wcrk cheaper than the high-wage man. SAMUEL T. ORE1NER. Philadelphia, May 24, 1021. s. Birds and Snakes IV the Editor ot the Kvenliiff Public Ledger: Sir I am quite In accord with a letter that appeared In your People's Forum Column a day or to ago. In which the writer asks peoplo not to destroy the sparrows during the breeding season, for the great suffering such destruction brings to their little ones who slowly starve to death when the parents are killed. I think such acta as killing the sparrows are heartless. Why should man be an enemy to the sparrow? , He Is about the only little bird that stays with us the year round. And where can a more frlepdly and domestic bird bo found? Truly, the sparrow eats up some grain, but ho does not bother the fnilt, as do the robins, and who would advocate the killing of the robins because they take some of cjir cherries and strawberries? As to the pop ular delusion that the sparrow drives away other birds. It Is as erroneous as It Is widespread. Neither does the sparrow de stroy the nests of other birds, unless such nests may be on copings, eivea or cornices over which the sparrow seems to claim srtclat Jurisdiction. If sparrows are seen to fight other birds the quarrel usually originates over boundary disputes, or Is the result of extreme provoca tion on the part of the larger bird. The spar row Is no coward, neither Is he quarrelsome. Ill many Instances he Is a great protection to other birds because ot his keenness and great numbers. For this reason he Is able often to give alarm of an approaching dan- ger that might bo overlooked by the other leas numerous and less observing birds. Another popular fallacy Is that nil snakes hould be killed. The day Is coming when all non-poisonous snakes will be protected iy law for the same reason that the buz zard, crane, gulls and other carrion birds come under tho provisions of the laws against rard, crane, gulls and other carrion birds 1 TUthless destruction of wild lire. Tnere probably are not over two or three varie ties ot snaksa In this section that should be destroyed. All the others are a benefit rid not a menace. B. P. TALBUT. Philadelphia. May 24 1921, '" Why War Bill Was So Large To the Editor of the Evening Publlo ledger Sir I was very much Interested In an article entitled "The War Department's Tragic. Failures," by Captain Paul V. Col lins. In Leslie's Magazine of March 19. It seems a shame to let the parties who haa charge of the purchasing of supplies, build ing cantonments, etc.. go unpunished when such flagrant profiteering, graft and robbery were carried on. Our country la now labor ing to pay oft an enormous war debt and will be for years to come, while our ex soldiers are neglected on account ot our great war debt. In England and France no contract was given nor a purchase made exceeding S1O00 without a competitive bid. Businesslike methods and control of prices were not maintained in America. In contrast wltn Europe's conservative safeguards, our ad , vlsory commission, with the dictatorial an ' thorlty of President Wilson sustaining It, pushed aside army officers of experience and gave contracts for construction of canton ments and factories, costing hundreds ot millions ot dollars, and for the purchase ot all kinds ot goods costing billions all with out a single competitive bid. Many were given through arbitrary favoritism to their own relatives or picked friends or business associates. The war cost more than a billion dollars a month. BENJAMIN T. CARSON. Philadelphia, May 24, 1021. The Negro and the Army To the Editor of the Evening Public Ledger1 Sir I have noticed nn article that has been appearing In the papers to the effect that a bill was introduced into tne benate by a Bouthom Senator barring all Negroes from enlistment In the regular army and discharging those already In the service I would like to ask the qu-etlon. Has preju dice reached the point where the Negro has not the right of being a portion of this great nation's defense In a time of peace as well as In a time of war? Has the Negro not proven his ready wlll lrgness to shoulder arms and to execute every duty of a soldier under the most tolng cir cumstances, and endure the most rigid hard shins? Wast not his conduct and bravcr In the late European war a monument of deeds of valor? Find the height of the balloon." As tho vertical angles are In eve, de grrcs, It must be that the point directly below the balloon and both points of ob servation are on a horizontal plane. Letting X equal "height ot the balloon" and Y equal the dlstanco to tho "station due south ot It," the two simple equations arc: Nat. tan. CO degrees multiplied by T equils X, nnd Nat. tan. 40 degrees multiplied by the square root ot (1 plus Y squared) equals X. Equating these values ot X gives Y equal to .57108 miles, equal to 3018.47 feet, which, multiplied by nat. tnn. 00 degrees, gives the "height ot balloon" 6228.15 feet, which Is Identical with that likewise obtained from the "station due west." Philadelphia. May 18. 1021. "THE LAST HYMN" The Sabbath' day was ending In a village by the sea, And the uttered benediction touched the peo pie tenderly, As they rose to face the sunset In the glow ing lighted Wet. And then hastened to their dwellings for God's blessed boon of rest. But they looked across the waters and a storm was raging there, A fierce spirit moved above them, the wild spirit of the air. And It lashed and shook and tore them, till they thundered, groaned and boomed, And alas' for any vessel la that yawning gulf entombed. Very anxious were the people on that rockr coast of Wales, Lest the dawn of coming morrows should be telling awful tnlrs, When the sea had spent Its passion and should cast upon'tue shore. Hits of wreck and swollen victims, ss It oft had done before. With the wild wind blowing round her, a bravn woman strained her eves. And she saw along the billows a large vessel ' sink and rise. Ohl it did not need a prophet to tell what, the end must be, For no ship could ride In safety near that shoro In such a sea Then the pitying people hurried from their homes and thronged the bench, I Oh! for power to cross tho waters and tne I perishing to reach, Helping hands were wrung In sorrow, help less hearts grew cold with dread.
