J"v ?""n" :y i ,r SEE LOGTAL FIGHT IN LEGISLATURE! EVENING PUBLIC -'L?JDaERPHILADELPHIA, WEDNESDAY, - DECEMBER 29, 1920 t ll i 1 - I- j 5- Each Political Faction Expected to Jockoy for Advantage in Election Next Fall INTEREST IS STATE-WIDE Politician regard It fl certain tlint the fiht betwwn Mnyor Moore and the Vare-Brown-Cunnlnjrliain oomhlnntion will reaeli tho state Leglilnture in one farm or nnother. Pennsylvania's Oc.neral Assembly, which will be the melting pot of state nnd city polities which may not melt, will meet for organization next Tnet. liny, January 4, nt noon. In the House nnd Senate chambers In the state, eapl tol at Ilnrrlsburir. Interest In the Philadelphia situation In already state-wide. And It will sur nrlM! no one, not even the, country members, when the battle, (or the time being, is shifted from Philadelphia to Hnrrlsbure. Kach side will be jockey ing with bills and icglslatlnn with the object of winning the most strategic po rtion in preparation for the contest for county offices next fall. There Is even talk of another "Cat lin Texow" Commission being sent to Philadelphia to harry the Mayor nnd keep him so busy on the defense that lie will have little time for n city-wide offensive against the new political com bine in Philadelphia. Only "Talk;" Hay Conservatives Conservative political leaders arc of the opinion, however, that this is merely "talk" and tknt Senator Penrose will not allow his allien to back such n move ment. Mayor Moore wfll furthermore have the advantage of the friendship of (iovernor Sproul and whenever he goes to Harrisburg will be received at the executive raaoslon, while Thomas W. Cunningham, President Judge Drown and the others will have to content themselves with the side llnca in the Senate and House. That the Legislature will be of Im portance in the political situation In Philadelphia is shown by the fact that both frienda of the Mayor nnd the Vare-Brown -Cunningham alliance will liaVC CnllarlfU 'f.ftntnlln1lv nn llin ground watching the trend of events nnd ever ready to throw the monkey wrench into the opposition's mocliln-' ctj , nt the pj etiological moment. Mayor Moore will also be Interested In homo-rule legislation nnd In liber alizing Homo of the provisions of the civil service law which have the effect of hamstringing his administration of municipal nffalrs. He. Is also likely to he Interested In legislation curbing the nutocrntlc power of appointment and mandamus which President Judge llrnwn now holds. The new Vnre alliance, on tho other hand, will he ready to combat fhede moves and nlo ntiy efforts to extend civil service to the county offices. Sproul-Crow-Orundy Flare-tip Then . there will be the expected flare-up' between the Sproul-Crow-(Imndy forces. The latter will prob ably seek to modify some of the provi sions of the child-labor nnd workmen's compensation nets. This will meet with the strenuous opposition of the (Iover nor, while the Orundy men will be just us vigorous in opposing the Governor's plan of rnlslng more revenue by menns of n tax on manufacturing corporations. In nil these various Issues, Senator Penrose's Influence will bo sought. Presumnhly, the senator will bnck Joseph It. Orundy, president of the Pennsylvania Manufacturers' Associa tion, in any fight against the Coventor whenever he can, and of course, the senator has frequently nnnounccd his opposition to n rewriting of the con stitution. In the Moore-Combine fight It Is safe to say that the senior United States senator will try to walk a path which will not wholly make for nu Irreparable break between himself and the Mayor. Anv legislation which the Mnyor has In mind will nrobably be Introduced in the House. Mayor Moore's chief lieu tenant in this field of nctlvlty wilt prob ably be State KcprcJicntutlve-clcct Harry J. Trainer, or the Third wnrd, who won considerable fame ns a skilled legislator and "whip" in the old Select Council; Frnnklin Spencer Edmonds, state reprcsontutlvc-elcct from Oermnn town, und a leading independent, will be on hand to handle legislation dealing with the charter and with, other mu nicipal measures Involving a reference to present statutes and the attitude of Independents. Senator Vans will probably bo reap pointed to his old post of chairman of the Senate committee on municipal af fairs. To n large extent this commit tee wilt seek to hobi tho throttle' over legislation affecting the Philadelphia city and county government.
