Favors League of Nations Fourth. This whole mnttcr has a verr uractlcal relationship to the League of Nations. If we can bring to l an early end our wnole relationship to these political combinations in Eu rope, which grew up before nnd during tho wfcr, nnd enn lend our strength to too League of Nations, that body will fain a stnblllty and importance which it could not otherwise attain. As the central empires and Russia will not be for some years admitted to the league, and If we continue In what Is in effect nn armed alliance in Europe dominating these empires, the league will become simply n few neutrals gy rating around this armed allinuce. I have tho feeling thnt rev olution In Europe- is by no means over. The social wrongs in these countries arc far from solution and tho tempest must blow itself out, probably with enormous violence. Our people are not prepared for us to Undertake tho mill tary policing of Europo while It bolls out its s6clai wrongs. I have no doubt that if we could undertake to police the world and bad tho wisdom of states manship to seo its gradunl social evo lution, that wo would bo making n great contribution to civilization, but I nm certain that tho American peo ple arc not prepared for any such a measure, and I nm also suro that If wo, remain In Europo with military force, tied in an nlllance which wo havo never undertaken, wo should be forced Into this storm of repression of revolution and forced In under terms of co-ordination with other people that would make our independence of action wholly Impossible. It grows upon me dally that tho United States is tho one great moral rcscrvo In tho world today, and that we cannot maintain that inde pendence of action through which thh rcscrvo is to be maintained if wo al low ouwlves to bo dragged into de tailed European entanglements over a period of years. In my view, If the Allies can be brought to ndopt peace on the basis nf the fourteen points wo should retire from Europe lock, stock and barrel, and we should lend to tho whole world our economic and moral strength, or the world will swim in a sea of misery and disaster worse than the Dark Ages. If they cannot bo brought to accept peace on this basis our national .honor Is at stake and we should have to make peace independently and retire.
