The week closed wltb an Irregular and "spotty" stock market. For tho first hulf of the biicf session tho crcater part of tho list showed pronounced strength with ad vances ranging from frnctiont) to on o poltita, thu wider gains occurring in a few selected industrial taues. After the end of the first hour heaUncss de- eloped nud part of the earlier gain were lost, with some issues declining to iiciow yesterdays llnal prices, xne rank and file in Iho menntlmo mnvoH slugRlshly within ettrcrnelj nurrow limits. It was puiely a traders' market, and the bulk of the dcnliuK were mude up of tho fatuilar week-end operations of the trading contingent, with about an equal division of thort coteilug and prom-taklug. In a point of strength the steel group weie the most promineul Itepubllc Iron and Steol tame in for iotiiderable at tention by reason of the continued ug grcfc'lve, buying, which carried tho piice up l"i poliitH, but this advance was followed by a sharp dedinc of - points. United States Steel was eleated aboe 107, at which figure it met free profit taking. In alt the Mirious groups, however, some individual stock was taken up and given substantial boost. This applied to the equipments, the oils, the motors, the coppers nnd the rub bor shares, the other members of the respecthe groups doing little or nothing. Out of its long spell of gloom Wall street this week found u little ray of hope in President W ilson's decision to retain the tailroads under government control until March 1, While this ac tion of President Wilson did not give a solution of the railroad tangle, the move, however, on tho part of the President, thrusts on Congress the duty and re sponsibility of enacting fair and proper tail legislation ns soon after the bolidus as possible. It was tho removal of uncertainty as to the lime fixed for the turning of the transportation liucs birk to then owners in which the market world found in grentest comfort This in turn, was reflected in nu appieeiahle broadening of market interest and the disappearance of the timid selling 1) those who had feaied the roads would bo. turned back without legislation at tap ciose ot toe curront year. The improvement was made the more striking because ot the coutlnucu unndi caps of the tight money market. It nevertheless disclosed the market posi tion to be considerably improved. In the parlance of tho street, it confirmed tho theory of stocks having passed from weak to strong hands during the recent piotracleci adjustment process, aecn uically the market it apparently iu u stronger position than it has been at any time in a number of mouths, or, iu other words, is in position to tespond to further Improvement in the underlying and fundamental situatiou. This does not imply there is a possi bility of an immediate resumption of speculative activity on mi extensive scalo On the contrary, banking in terests continue to insist that with picsent money conditions it is 4 unrea sonable to expect advancing prices for securities. Officials of the larger loan ing institutions look for a tight money market all throueli the remaining days of the j ear. Many of them assert that the market interests should be thankful that the banks had takeu steps to re strict Imlllsh opctations, as their efforts had been successful in keeping condi tions sound nnd preventing au uuset tlemcnt that iniclit have been acutely disturbing to the mnrket s welfare. Much ot tue market s immediate tu turo. theicfore. it can be safely said. depends upon money market (onditions. lu some nuaiters a pronounced Dcticr- meut is looked for alter the turn of the ycii. This hope, however, Is based more upon ovpertnnev tlinn on ri-al facts. There ure evidently entirely too many awaiting the opportunity to dig into the puise of the banks to offer much hope of any material expansion f stock market accommodations. This, it is true, is paitiall.v offset by tho apparent growing searcltv in the float ing supply of stocks, whii h, in turn, mnv influence an annreciablc unlift in security values, but chances of another big bull nnrkct arc verv sum tor somo time ahead. niW SLACKENS NEW YORK BANK STATEMENT N CURB MARKET Few Issues in Which There Is More Than Moderate Activity 713.
