The manager of one ot these concerns called attention to how closely the important paper by Thomas W. Lamont, of .1. P. Morgan it Oo, on the extension of European credits, which was read ycstciulay, fol lowed Hie deliberations of the international trade conference nt Atlantic City. There must be some practical plan agreed upon, he said, whereby the securiies of these European countries can be taken .over and sold lo investors in America, To do tills, properly, he remarked, a well-lhogght-out educational cam paign should be started, in which all Investment concerns will join, not leaving it to one or two concerns, as is tlio case now. There should be agencies established in these European countries to vise such securities ns would be offered to the American public nnd vouch for their gcuuiucness ; or, if considered a better plan, to take them over on their own account nnd issue their own securities in lieu of them, with the originals as collateral, flo also said be was in accord with Mr. Lamont's plan to make all such securities free from taxes levied by the country where they originate.
