The overshadowing influence President Wilson's nctiou on the rail road labor situation. It wns the con sensus of opinion of the better-Informed quarters that the President's action virtually brought the labor question to a crisis and will make the situation bet ter or worse. The preponderant opinion, however, was that it would result for the better nnd bring about what inn be termed as n conscrvathe of unionism. These same interests were of the con fident belief that the action of the Presi dent will hfne the effect, directlj or indircetly, in massing public sentiment against further demands of labor. In many quarters the opinion wns like wise openly expressed that the labor situation had already exerted its full fnrce ns a disturbine market ractor. There was the usual good Invest ment bujing and commiision houses were perhaps a bit more animated than they have been for the last few days, but it was the pools come to life again, accompanied by more or less urgent covering by the shorts which gave the most telling impulse to the forward swing. Trading almost lasped at times, but the loliimo of turnover was materially largpr than in recent sessions. The steel nnd sugnr groups assumed the leader ship and were well seconded by the coppers, leathers and numberless indi vidual issues. The rails took second place. They were firm to strong but did not at tract bu.iing in force. Reading crossed 81, Union Pacific touched 12(1, South ern Pacific hovered around par, Atchi son was close to 03 and bo on. The President's homily, addressed to the country, balancing so nicely as it did the claims of labor nnd the public, was calculated to inspire confidence by its firm tone and at the same time im press upon "the clamoring workmen the desire to be fair to all parties. Whether a strike Can be avoided remains to be seen, but the uncertainty is not likelj to last long ns the Urotherhood lead ers have set about getting the senti ment of labor concerning the accept ance of Mr. Wilson's offer of four cents increase against the seventeen cents de manded. If the shopmen can be induced to accept it will be a distinct victory for labor over itself ns well as one tending most significant! to help the fight against the high cost of living. Some were able to see in such a happy issue a new era in business and industry which should redound to the benefit of labor as well as of the country as a wliole.
