WAR IDOL ARRESTED ON SECRET ORDERS Captain Chapman Had Been in Trouble Before for Posing as Flier Chicago, July 10. (Ily A. P.) Captnln Shelby Cullcn Chapman,, who wns made nn idol by friends in Chi cago and New York, was arrested yes terday on telegraphed orders, which were not made public, from the War Department to the central department of the army. Chapman was arrested here on April 14 for posing as a flier. The captain, according to his own statements, Intelligence officers say, was never under fire. His accusers say Ife fled from France while facing a court martial for some offense, the character of which has not been made public. According to the investigators. Chap man shoned at the time of bis first arrest discharge papers issued at Camp Custer, Mich. The papers were gen uine and he was released. At that time he explained, the investigators said, that he supplied the details of battles and medals he claims to have won, and the "records" were put in his dis charge papers.
