TCvcry college and university in the country will be ghen nn opportunity to ro-opernte with the Navy Department along this line. If this plan should he adopted, a four-year course in nautical subjects, nugmented bv several months nf post-graduate work nt the Nnnl Academy, will be offered students all over the couutry. No definite information from Wuh Ington has been received at either the University of Pcmisylvaia or Sw.irth more College, nnd official nt eni-li insti tution refused to discuss tentative plans on the subject this morning. According (o the Washington state ment there arc now 300,000 officers and men in the nnol reserve force, and it was said that every effort would be made to make one-half of this strength permanent, with inducements of enroll ment so attractive that the he-t class of young men would be drawn into it. The proposed plan is to enroll college freshmen who desire to take the rou.r-o for a period of four years During the first year the department would recom mend n course of studv along naval lines in connection with the regular col lege curriculum, including physical training. This work would be tinder the supervision of the college authori ties nnd the commandant of the naval district. At the end of this term tin students would go to a naval training camp for n period of about six weeks for practical instruction, during whiih time they would be given subsistence ami nominal pay. During the second and third years a higher course of naval studies would be pursued, nnd nt the end of the third year the embryo officers would he taken aboard warships for a cruise Of six or eight weeks' duration, desirably in for cing waters, so that the students might be given the opportunity to study the navies of other nations. After graduation a two months' course of study at the Naval Academy along general lines would be followed out, the government paying all expenses and sal ary. After commission the men would be" returned to civil life, under no obli gations to the government, except u pledge to serve as officers in event of n national emergency and to keep in touch with naval developments. Hhenert, of the coast guards and for thirteen years a member of the United States navy, died at the Wayne Hospital on Sunday fol lowing an operation. The opcrntion was performed in nn effort to cure wounds received in action in Mexico last De ccrabcr. I He was the only son of the late Howard P. Hhenert, n well-known steel manufacturer of Philadelphia, and Mrs. Helen Rhencrt, who is staying with friends at Wayne, Pa.
