The measure proides that tho City Controller transmit to the Mayor a budget on or before November 10 of each ear, and that the Mayor bhall send the same to Counclla. The budget, It Is specified, shall bo prepared by the Con troller, but the Major may make such suggestions as he deems lit. It Is speci fied the budget shall contain: "A detailed statement of the estimated receipts, expenditures and liabilities of ever Iclnd for tho next ear, a statement of the requests for appropriations by the Mayor and the various departments, the assessed valuation of taxablo prop erty, reUl and personal, together with the gross amount of tho funded and unfunded debt of tho city and the net amount thereof, after deducting tho ac. cumulated sinking fund nnd such other funds as nre by law deductible there from In estimating the city's debt and a statement of tho borrowing capacity of the city." The budget must also contain an esti mate of tho revenue of tho city for such year from sources other than taxation, tho tax rate which It would be necessary to levy In order to comply with the re quests for appropriations, tin enumera tion of tho public Improvements deemed advlsablo by the Mayor, nnd which of them and to what extent they should. In the Mayor's Judgment, be paid from tho current receipts or from money already borrowed or authorised to be borrowed, or which Bhall be borrowed or authorized to be borrowed during the coming year.
