If it becomes necessary to restrict the use of power and to'the best of our belief and knowledgeat the present time this necessity,, will not arise such restrictions will be effective for the shortest possible period of time. A voluntary, intelligently restricted use of electricity on your part for any purpose whatever during the daytime will release capacity for im portant war wprk: while the elimination of anything but absolutely the most essential light and power use between the hours of 4 P. M. and , 7 P. M. during the coming months will help avoid a serious crisis. If this "voluntary rationing" in the use of electric light and power is followed out by every individual, no matter how small the saving involved, it is hardly probable that official action, of a more drastic nature will be necessary.
