To the great dlsappolnment of the farmers of New Jersey, tho War Depart ment officials have disapproved the plan suggested by them and approved by Major General Hugh L. Scott, camp com mander, of using soldiers, who were un able to perform full military duty, on the farms to harvest the bumper crops. The plan, as suggested by General Scott In a letter to tho war chiefs on August 3 last, was to grant five-day passes to the men who would he sent to tho farmers desiring help. Tho latter would he asked to pay the regular sol dier's allowance to the Government and besides coulil glvo the men any amount desired. The aim of General Scott, ever since he took command of Dlx, ha8 been to mako the camp a benefit lnstea'd of a detriment to the surrounding cohimunlty and how well ho has succeeded Is evi denced from tho excellent reports made as to conditions which have Improved In stead of becoming worse.
