For the most part impurc returns -re Kroupea under such broarf, or general headings that it was Impossible to gather Just what quan tities of a given chemical were eon aumed In the United Slates each year. The chemical census, on the other hand, will show this, and thereby Indicate to American manufacturers what the annual consumption of a specified chemi cal totaled In this way a manufac turer desiring to enter a given field would be able to gauge his production to fie domestic requirements. The lack of detailed Information re garding foreign imports of chemicals waa recognized by the American Chem ical Society shortly after the start of the , European war, which eliminated German entries, and cut to a minimum Imports from other countries, thus throwing the burden of production upon the American manufacturers Many plants here had not during the period of foreign competition found It profit able to produce many chemicals In common us In this country. The war, however, as In the case of the domestic dyestuffs Industry, spurred producers of chemicals to expand the capacity of plants, erect new ones, and begin the manufacture of new products. Already millions of dollars have been Invested In new' plants for tho production of chemicals for use In explosives and other war material. With the aid of the forthcoming chemical census many of these plants will be In position to continue the production of lines for which demand exists under normal peace conditions. The American Chemical Society, In cluding In Its membership representa tives of many of the largest domestic chemical-producing concerns In the country, suggested In a report by a special committee that the Government, In making returns on cnermcai imports, segregate the various classes of goods In place of lumping heavy quantities with big values under the general cap tion "All other." Although this recom mendation hi made over a 'year ago, summaries of foreign trade published by the Commerce Department have failed to Incorporate the change advised by the chemical experts.
