Issues, Including Heading, American Smelting nnd Canadian Pacific. Vnlon Pacific was supplied by foreign houses, supposed to represent a renewal of loan liquidation, and declined 214 points to 103H. Hethle hem Steel also lost about 2 points und Cruclblo Steel, Itepubllc Iron nnd Steel nnd other shocks In the minor steel Industrial group moved In nbout tho samu way. There was nothing In tho morning's news that could bo regarded as an Incentive for Increased selling, but a belief prevails In tho Street that tho financial leaders are nverso to any sustained upward movement at tho present time, nnd In some quarters It was Insisted that theso Interests took steps to check tho upward movement und that tho more Important stocks wero supplied by them In order to prevent a further advance. Canadian l'aclflc, which was ono of tho weakest features, was sup plied by theso Interests and there wero some Indications that part of this stock also represented collateral taken from tho foreign securities. American Canadian was was' exceptionally strong, advancing moro than 1 point, with tho buying accompanied by- reports that tho directors may vote dividend payments on the common stock next week. Liberty 3V4S sold at 98.50 to 98.30, and An at 97.32 to 97.2G. Itallroad bonds continued heavy and without special chango in prices. Wall Street Displaucd Nervousness All Week Wall street displayed evidence this week of 11 condition of nerv ousness and d.nornllzatlon which has not been surpassed since tho Stock Exchange reopened nftcr tho first shock of tho war In 1914. This Is not altogether surprising In view of the week's news developments. In the first place, thero wero Insistent reports of u disaster Including American forces, details of which It was Intimated were being withheld. Secretary Baker's weekly review of tho war situation may, perhaps, have been the real basis for these reports. An Interpretation was read Into his statement of tho seriousness of conditions on tho Cambral front which obviously was not Intended, tho most general Interpretation being that It was a preparation for a serious announcement to bo Issued later on. Tho deflnlto news dispatches toward tho close of the week were, of course, an official refutation of theso assumptions. Hut sentiment had, become so deranged that buying power of sulllclent strength did not develop to caus'o any substantial recoveries from tho severe declines In prices which had already taken place. Selling of French Bonds a Feature Ono of tho most disconcerting features of tho actuol market situation wits the heavy selling of bonds, especially those Identified with French obligations. Anglo-French Ss were, for Instance, under uctlvo pressure throughout tho week, their Quotations being forced down to about 85, comparing with 9G, tho Issue price. As theso bonds aro guaranteed Jointly and severally by both Great Britain and France, the weakness was not liked by holders of other securities. It was, tn fact, an active contributing influence of tho general liquidation, accompanying as It did tho sensa tional but unfounded reports of military disaster. The bonds of French cities Lyons, Marseilles, Bordeaux nnd Paris also gavo way sensa tionally, fl per cent securities declining to about 75. As has been the case for some time, It was tho absence of buying power rather than any ungovernable selling movement that nppears re sponsible for tho weakness In these particular securities. Our own Liberty Bonds In a more moderate degree wero likewise sold down. Secretary JIcAdoo's charge that enemy interests wero responsible for selling, with tho specific purpose of forcing quotations down as n source of discourage ment for war sentiment, attracted widespread attention and was accepted with a substantial degree of credence. It appears qulto reasonable to assume that tho dally accounts that the members of the Stock Exchango aro compelled to file, giving the names of their customers nnd the securl vies bought or sold, aro being investigated closely. There undoubtedly aro a sulllclent number of Herman sympathizers Interested in a largo way In matters of this kind throughout the country to make such a movement effective. Possibly tho Secret Service will reek access to the reports of the exchango and through tho committee obtain full Information of tho origin ti unsettling sales. Tho banks and other lenders are doing their full duty In this par ticular matter. They aro refusing to flnanco speculative transactions. They are, however, not called upon to flnanco short sales from tho very nature of the transactions. Railroad Situation Causes Unsettlement Tho railroad situation has been another highly potont source of weakness In tho week's Stock Exchango position. Thero nppears at this writing no question but that tho Administration has como to the conclu sion that a centralized and thoroughly effective control of the transporta tion facilities of tho country is necessary as a war measure. How this policy Is to bo carried out is a question that Is the source of a high degreo of nervousness. Reports that were current toward tho closo of tho week suggested that It was the Intention of tho President to place tho cntlro control In tho hands of some administrator tntlrely outside of tho rail road field, ho to select his own railroad specialists from tho list of execu tives who are devoting their time and energy to tho problem at tho present moment. But aside from the question of administration, stockholders liavo displayed considerable nervousness as a result of the financial possibili ties that could readily accompany governmental control. Regardless of tho ultimate form of combination, It may. bo accepted that railroads for tho duration of the war at least aro to bo operated by a slnglo head as ono hugo pool. Equipment Is to bo placed In a great melting pot and distributed where It can best servo tho country's interests as a whole. It becomes a question, therefore, of on what bails of equity the earnings of tho various Individual roads can bo flgurol. If their equipment Is taken from them their earnings must necessarily decrease. If their trains aro annulled because other competing lines havo corresponding services It will be a difficult mat'ter to adjust tho" proportion of loss that tho ono or tho other of tho companies should bear. Hence, according to the railroad executives. It will bo necessary for the 'Government to tako up tho entire question In a broad senso and to adopt eomo method that shall be equitable to all the lines and yet permit each to specialize In tho manner for which It Is best equipped. That is to say, quotations do not represent any strain lnv funds for fixed maturities, though call money has ruled nbout 6 per cent throughout tho week. We have, of courso, prepared for today's Installment of tho Liberty Bonds, which necessarily Induced caution among lenders. But the fact Is that manu facturers are having difficulty in obtaining the largo volume of funds they "require, especially In connection with the completion of contracts for war materials, etc. There Is information to the, effect that an extra dividend may be declared soon on American- Sumatra Tobacco common, whose rise in n year has overshadowed all of the other tobaccos. It Is growing a Sumat ra wrapper in this country that Is expected to experience a broad demand after tho war, when foreign supplies are released. Seventy-five per cent of Ita crop has been sold and the remainder is held for further appre ciation. Copper Companies' Labor Costs Much More The present cost of labor to copper companies shows an Increase of 35 per cent compared with the average of the year 1915, according to the manager of a large property. The rise In the cost of supplies Is 45 per cent, whllo labor efficiency has, nt the same lime, had "a tremen dous .dlmlnuatlon, as shown by the fact that the average number of tons per man per shift now, as compared with 1915, has decreased 85 per cent.
