CURB COMPARISON OF LIBERTY LOANS: WHY FIRST ISSUE IS IN DEMAND . to ;l Conversion Privilege of the First Issue Not Generally Understood Gossip of the Street THE 3W per cent Liberty Bonda aro not at all likely to suffer any very appre ciable decline. Ono reason Is tho opportunity which they give- to their owners to vold disclosing their wealth. The Incomo from these tax-free 2ba need not be declared In a person's annual Incomo tax return. For that reason alone theso jondj will always bo In demand by those desirous of secretins at least a portion of their wealth. On the other hand, tho Income from tho Liberty 4s must bo Included In the Income tax returns. In tho payment of Interest coupons no certlflcato of ownership It necessary for either the 3s or 4s. Briefly, the possessor of tho 34s adds nothing to his Incomo which U taxable, vbllt tho holder of tho 4s Increases his taxablo Incomo and thereby raises his total taxes. Another point In favor of tho 3s. and ono which has not been generally under jtooi. Is Us conversion privilege. Tho 4 per cent Liberty Bonds can bo converted jmly Into the next succeeding higher rato Issue, whereas tho 3'4s can bo converted sot only Into the 4s, but Into uny subsequent Issue, no matter at what Interest rato It fflty be offered. In other words, If tho third Issue of Liberty Bonds bo put out at ' iU per cent, tho holders of both 34s and 4s will liavo tho privilege of converting I.Belr bonds Into tho new Issue; but If tho war bhould bo unduly prolonged and a fourth Issue becomo necessary, and If that fourth Issuo should bo put out at, say, per cent or more, the holders of tho 34s would have tho privilege of converting their bonds Into tho Bs, but tho holders of 4s would not. go long as this privilege attaches to tho 34s and tho possibility of new Issues' hlcher rates of Interest seems even a remote possibility, It Is barely possible I' tbat the 34s are HUely to suffer any great decllno from tho present figures. Indeed, thj reverse is uio case, wnen an mo uuvantages or tno 34s aro moro generally understood. The possibility of higher taxation Is also another reason why tho 34 per cent Liberty Bonds aro more likely to apprcclato In prlco than they are to depreciate. As the Incomo tax law stands at present, only those having Incomes of $100,000 or more find It to their advantage to buy 4s In preference to tho 34s, but If tho Income tax rates should bo Increased tho demand for tax-exempt bonds will In- , crease materially. Already somo 01 me largo investment nouses nro timiins 11 moro ciimcuit to wcure quantities or ino jms 10 nil orders man tncy did a week or ten days ago. Previous to thut tlmo there hcemcd to bo c;ulto a number of offerings, but now when orders are to bo (Hied they llnd It difficult to fcccure them. The prediction of many well-known financiers during tho first Liberty Loan campaign, that theso bonds In years to como would bo bid for keenly by wealthy men desirous of Increasing their tax-frco holdings, seems to bo coming truo ahead cf schedule. Why Business on Exchanges Has Decreased There Is considerable speculation whether tho falling off In business In tho exchanges, particularly since Thursday of last woek. Is due to tho action of the jovernors of the Now York Stock Exchango In issuing a new rulo that tho name of every man who sells short on the floor Is to bo mado known to tho governors and that unduo bear activity would lead to scvero discipline, or to tho withdrawals cf large amounts of money to bo used in payment of the IS per cent Installment due on tho second Liberty Loan bonds. It was pointed out that tho New York exchango has taken no action as yet en the reports made to it of stocks borrowed by members, and as a matter of fact they have placed no restrictions of any kind on short belling, but It Is plain that their demand for Information carries with It tho plain Intimation that action would be taken as soon as they deemed tho situation warranted It. The Strength of Baldwin Locomotive The strength In Baldwin Locomotlvo is attributed to a number of rumors as ' well as to an aggregation of facts. Tho Iron Ago states that slnco tho middle of July the War Department has placed orders for not fewer than 2014 locomotives. Many of theso have already been built and shipped. Of this number, tho orders to the Baldwin Locomotlvo Works umounted to 1834, tho remainder going to the American Locomotlvo and Vulcan Iron Works. Tho recent public statements of Alba Johnson, president of the Baldwin Company, that they aro at present turning I out locomotives at tho rato of moro than ono each hour of tho twelve working 'hours a day, and which ha been published all over tho country, bus also con- I trfhuted In no fimnll ilorjrprv to the strength nf Rnldwlns nn thr miirkr-t. 5 " -".r; ."";'"..: ";: .,....,;:" ""."".. . iueiu la uibu u wci&iaiuiti. luuiuj ul uiviucuus, vviin-n uimtiu.-j eircnyin xrom , many sources. Told on the Street Apropos of tho stagnation of business In tho bond and Investment houses In .this city since tho close of tho last Liberty Loan campaign, a story is going the ' rounds. It seems that a well-known bond salesman encountered tho whole force of a well-known concern In tho center of tho city. Naturally ho was surprised to ee such a wholesalo exodus In tho middle of tho day and ho asked them where Hey were going. "Oh" said tho sales manager, who was In tho lead, "every day now wo nil go I,', wt together to lunch." "But," replied tho salesman, "who nttends to tho business when you aro out?" "You see." said tho sales manager, "wo Just lock tho door and put tho key i.i under the doormat, and If the customer comes along ho knows wheic tho key la tad he goes In and waits for us until wo return." u There is a part of this storv left out. as It renuires cxnlanation. Progress In working out the adjustments has necessarily been slow and tho task is not yet finished, 1!, though each week the quotation list becomes moro completo and better conditions prevail as tho uncertainties aro gradually cleared away. But tho matter of prices RMS by no means monopolized attention, for tho question of maintaining outputs Is living producers serious concern and somo plants havo already been forced to re-' f due operations through shortage of coal and coke. This results mainly from tho , wugesuon in transportation, wnicn is sam to ue worso man ever Deroro Known, ttd the prospects aro not bright for relief from this drawback with tho near up Pwch of winter." Moratorium Proposed for Public Utilities? : The Dllrrht of a niimhor nf nnhllo utilities that havo maturing ohlltrntlnns nt i the end of this year and the beginning of 1918 is continuing to occupy the minds ,1 t the principals of many concerns interested. All kinds of propositions aro con- werea and the one most discussed is tho question of a moratorium, where tho Government would Intervene and force creditors to extend these obligations for least one year. Many of theso utilities are now virtually a part of tho railroad ad transport systems of the nation, acting as feeders, and If somo relief does not eorae bankruptcy and receiverships with deterioration of property will result.
