If. for In stance, we take a 5 per cent bond selling at par and flguro that the surtax upon certain parts of the Incomo of n millionaire holder will amount to 40 per cent, then such a bond would net only 3 per cent, besides which there must bo reductions for other of tho ordinary taxes. Consequently, a Gov ernment bond paying a net return of 4 per cent would constltue a highly attractive In vestment for these clashes. This, In turn, would mean the sale of Stock Exchange securities that nre subject to taxation. In order to reinvest the proceeds In Government bonds. Hence, the higher rate tho Govern ment pays the greater will be the liquida tion of railroad and other securities on tho Stock Exchange.
