A kiss for every recruit was tlio reward
offered by Olga G. Allen, an eighteen-year-old
miss, of 1S36 Arch street, at the marine
corps recruiting tent, Uroad and Arch
streets. There were fifteen volunteers.
By 4 o'clock this afternoon fifty men bad
olnd the army, twenty tho navy, twelve
the National Guard and forty-ono the naval
coast defense reserve.

sylvania led the country In army recruits,
were as follows In Philadelphia Army,
eventy: navy, twenty-six, marine corps,
six: engineers, fifteen: quartermaster coips.

and naval coast defense reserve, sixty-live.
Conshohockeu sent thirty-eight recruits

During April
Klnes totaling $8:151.50 were today Im
posed upon street cleaning contractors for
derelictions during the month of April. Th
brings tho total of tines Imposed so far this
year to approximately $31,000, tho highest
for any quarter In the history of tho city.
The fines were compiled and recommended
bv Chief William II. Corfnell. of the Hureati
of Highways, who on Monday loses control
of street cleaning, which automatically
passes to Kobert C Hicks, who heads thn
new lluteati of Street Cleaning. They
were approved by Director Datesman, of
tho Department of Public Works, who sev
eral times In the past has rescinded parts
of fines Imposed upon Senator Kdwln H.
Varc.

whom you wish most urgently to talk is continually
reported as "busy."
It is sometimes asked whether these reports
can be made with uniform accuracy. Just before
the operator completes the connection by means of
one of the switchboard cords, she taps the "plug"
end of the cord against the "jack" or terminal of the
called subscriber's line and hears a buzzing sound
if the line is in use. Of course, if a party-line
number is being called, the "busy" report may mean
that another subscriber on the line is using it.
It is always easier and quicker for the operator
to complete a connection than to report HtU line
