become ho insistent and the recognition of
the need for these Improved roads has be
come mi widespread that It Is expected that
the Legislature will recognize tho necessity
for prompt action.
With the single exception of tho educa
tional initltutiniiH of the State, there Is no
branch of the State C'nvcrnment which en
lists more popular support In Its demands

Tho land area of tho Commonwealth is

roads of all kinds In tho Stato Is approxi

poses the state highways, made so by legis
late o enactment nnd ordered maintained,
repaired urnl reconstructed by tho Stato
Ilighwuv Department. At the time this s
tem ,i, established by the Legislature In
1911 with supplementary acta In PJ13, It
was supposed generally that a proposed
amendment to tho State Constitution per
mitting tho Issuunce of bonds for road
Dulldlng purposes would meet with popular
ratification However, approval of this
plan was denied, and. In consequence there
of, the Stato waa charged with tho entire
responsibility for the maintenance, repair
and reconstruction of the State highway
system, with legislative appropriations from
time to time as the only means of revenue
whereby this was to be done

The state Highway Department since
J915 lus expended virtually all of an
appropriation of J8.300.000 made by the
J915 Legislature. This appropriation, which
lacluded all moneys for all purposes other
than salaries of the department olllclals,
was diMded as follows:
One million rive hundred thousand dol
lars was tpeclHcally designated for the
purpose of repayment to the faecond
class townships of their share of tho cash
.tax bonus, whereby the State agreed to re
turn to tho second-class townships fifty per
cent of the cash tax collected for road pur
Poses, provided that In no instance this sum
exceeded twenty dollars a mile Over this
11.500,000 repayment to the townships tho
State Highway Department exercised merely
custodial care.
Five hundred thousand dollars of the
lump sum total was designated for the
State's share of State-aid construction,
wherein the State paja fifty per cent of

of Congress.

These sums, hereinbefore mentioned, de
ducted from the $8,300,000, left a balance
of $0,000,000 specifically appropriated for
the maintenance, n pair and improvement of
State highways This $C,00O.ooi) appropria
tion, of course, covered the two-year period
which all legislative appropriations must
span. It meant, therefore. $3,000,000 for
each year of the two, and, when it is re
membered thai tho Stato highway system
comprises 10,200 miles. It will bo seen read
ily that the amount available for the Statu
highways was less than $300 a mile. As a
matter of course, the amount of construc
tion that It was possible to enter Into wus
