This appropriation, which lacluded all moneys for all purposes other than salaries of the department olllclals, was diMded as follows: One million rive hundred thousand dol lars was tpeclHcally designated for the purpose of repayment to the faecond class townships of their share of tho cash .tax bonus, whereby the State agreed to re turn to tho second-class townships fifty per cent of the cash tax collected for road pur Poses, provided that In no instance this sum exceeded twenty dollars a mile Over this 11.500,000 repayment to the townships tho State Highway Department exercised merely custodial care.
