tract. The slowness of the steel mills In
making their Initial delivery more than
made up for the early start on the founda
tion. The steel work was scheduled (o
begin April 1 of this year, but It was two
weeks Inter before the first carload of atccl
arrived from the plant of the Phoenix
Bridge Company nnd It was another week
before the first column was set In place.
While the McCltntlc Marshall Company,
,whlch holds the co'ntrnct .for the work, made
every effort to speed the work, unforeseen
difficulties piled up so rapidly that several
times It Was compelled to lay off Its entire
forco of men to await deliveries by tho steel
mills.
At the present time In order to make
up for the delays tha steel work has been
distributed among six steel mills, six ns
sembly shops, two cast-iron mills and two
foundries. There Is little probability, how
ever, that the "I." as far as Dyre street
can ba completed within two or three
months.
Meanwhile, the contractor will be pena
lised J60 for every working day lie must
work after the specified time to complete
tha contract. This penalty Is used by the
Transit Department to pay for the services
of the city Inspectors, and for that reason,
no matter how long the delay, the city ob
tains no profit through the fines.
About two and one-halt miles of the
structure has been completed. This section
extends from Front nnd Callowhlll streets
to Kensington and Lehigh avenues. Tho
steal columns for the abutipents which will
support the elliptical arch across Lehigh
avenue, are being set In place, and when
the arch which will swing across tho 112
feet of Lehigh avenuo Is In place tho most
difficult part of tho entire Frankford line
will have been completed.
