Meanwhile, the contractor will be pena lised J60 for every working day lie must work after the specified time to complete tha contract. This penalty Is used by the Transit Department to pay for the services of the city Inspectors, and for that reason, no matter how long the delay, the city ob tains no profit through the fines. About two and one-halt miles of the structure has been completed. This section extends from Front nnd Callowhlll streets to Kensington and Lehigh avenues.
