Special Cable to the Kventng I.tdper
LONDON, Sept. 13. Optimism ot tht
Improvement In tho military ultuntlon is
accentuated by report", that the Central
Powers nro anxious to negotiate for pence.
The position of the London exchange was
manifestly strengthened by Hlbot's an
nouncement that the gold hoards of Paris
and Petrograd are to be moblllxed and
placed here as need requires. Thin Is the
torrect policy, slnco we nre bankers for
tho Allies.
The British Association's economic dls
cusilons at Non castle npproxed the exten
sion of the Income tax to the working
clashes. All the speakers rejected the view
that our colossal war expenditure can be
regarded with equanimity or that tho war
debt raised nt home does not matter.
Stock markets were uninteresting, sae
the buying by Dutch Interests of Peruvians.
The demand for money remains keen, in
lew of autumnal requirements.
Tho Birmingham Trade Union Congress
was unanimous for abolishing compulsory
servlco after the war and conscripting
wealth by making property shoulder the
burden of the war debt.
Touching Monday's official notice re
stricting nrlous food and other exports to
Holland and Scandinavia, tho Manchester
Guardian writes: "The object aimed at will
only be to make the blockade of enemy
countries moro cirectlvo, without interfer
ing more than necessary with the Interests
of neutrals." The Swedish list is the
longest of the four, and alone Includes
margarlno materials.
Newly published correspondence shows
the mnll and parcel post controversy re
mains unsettled, though tho dUergence has
been narrowed. .
