headed by senator Tillman, of South Caro
line, chairman of tha Senate Naat Commit

Mr. Doyle presented a list of reasons as
to why the plant ahould be located at the

"It Is close to deep water, while at tho
same time It Is adequately protected by
reason of the fact that It Is not directly on
the Bcacoast," lie saia,

States, where there Is an abundance of high
