Third. To carry out this construction I - uKiuin ni me present time, in this era of high prices, will doubtless nearly If not entirely exhaust tho city's credit. It may be a good political move to do this, but in my Judgment It Is not good builness. and my observation has been that any political position not founded on a Bound basis Is an error in tho long run. Polit ical theories aro often wrecked by ceo nomlc facts. Tho citizens as a wholo should realize that nny warranted Im provements benelUIng ono part of tho city reacts benetlclnlly on the entire city. A four-track subway under tho west ern side of City Hall with a great Islnml station connecting directly with tho present Market street subwny, as planned by former Trnnslt Director Tnylor, It held "Inexpedient" In tho report of tho commission. The Mayor, in announcing tho report of tho commission, remnrked that all tho members were unanimous In their decision. Wiion told of this, Chief Engineer Qulmby, of tho Transit Department, who testified beforo tho Public Service Commission that It would bo safo to construct tho tube under City Hall, showed evident surprise "Did tho Mayor really say that?" ho asked. When nsiurcd thnt tho Mayor had mado Buch a statement, Mr. Qulmby replied cryptically: "Well, I have nothing to say." Tho report of tho commission of en gtnecrs. supporters of tho Tnylor plan do. clarc, Is only nnothor step to shatter the comprehensive program of the former transit director. Tho Mayor, it was pointed out, only appointed tho commis sion after he had mado up his mind to change tho plans under City Hall and after he had virtually declared that ho was determined to proceed under tho re commendations of Director Twining. Tho nppolntment of the commission Is gen orally regarded as a mijvo to bolster by expert opinion tho cnnlcr decision of tho Mayor, The Taylor plan, providing for tho con struction of n subwny station under Cltv Hall, was Indorsed ns feasible and prac ticable by soino of tho most notablo en gineers In tho United States. They wro virtually unanimous in the opinion that tho work would not be a dllllcult engi neering feat, nnd could be done safely without tho slightest damage to City Hall. Ono of tho engineers who Inspected tho plans carefully nnd declared that tho pro ject was easily practicable, was Joseph T. Itlchards, ono of the board of three con sulting engineers who supervised tho con struction of tho Pennsylvnnla Itallroad tunnel under tho Hudson Illver. Mr. Richards' fame as nn engineer Is Inter national. His advice has been sought In somo of the biggest engineering projects over undcrtakon In this country. Director Twining himself Indorsed tho project, as did Henry II. Qulmby, chief englneor of tho Department of Transit. Tho Taylor plan for a station under City Hall was declared to bo practicable and safo by tho chief engineers of atl of tho construction companies which bid on tho work. Kach of these companies an nounced their readiness In caso they ob tained tho work of filing a bond for $1,000,000 ns surety against nny damago to tho City Hnll property. The bidders, lit addition to tho Keystone Construction Company, which was award ed tho contract, wero tho Foundation Company, 233 Uroadway, Now York; Arthur H. McMullen & Co., 149 Uroadway, Now York; Frederick II. Cranford, Inc., and Smith, Hnuscr and Mclsancs, Main strcot and Uroadway, New York ; tho New York and New Jersey Construction Com pany, 30 Kast 1 2d .street, New York, and Snare and Trlest Company, Pier 10, South Wharves, Philadelphia. All of theso com panies employ competent engineers who linve Inspected Important engineering proj ects In all parts of tho United States. Hefore the Keystone Stato Construction Company was awarded tho contract. It Is understood on excellent authority. Senator James P. McNIchol, head of tho concern, called to his aid a celebrated Now York subway engineer, who is versed In nil de tails of subway construction. This man had supervised some uf tho most delicate parts of New York subway construction, nnd ho gavo his unqualified Indorsement of tho City Hall project. CAMPAIGN LAUNCHED TO END SUBSTITUTION OP DRUGS Four Warrants Isued for Pharma cists Who Broke Law A campaign against druggists who sub stitute drugs In physlelnns' prescriptions will bo mado In a few days, when four pharmacists of this city will bo arrested on that charge TIip warrants will bo sworn out by tho Stato Pharmaceutical Hoard, according to Dr. Otto W. Oter lund, of 4800 Baltimore avenue, tho local representative of tho board. Dr. Wllmer Krusen. director of tho De partment of Health and Charities, said Monday thnt druggists were substituting In prescriptions, nnd predicted that a cam paign would begin against them. Tho rlso In prices, ns a result of con ditions brought on by tho war, Is re sponsible for tho practice of crUln drug gists. It Is said. Doctor Krusen iald the substitutions were not harmful, bm thnt frequently tho medicines substituted fur thoso proscribed wero medically worthless. United States Tires have that completo 'union' between rubber and fabric which absolutely prevents tread separation and disintegra tion under the tread. They have that complete 'balance' which gives equal wear in both the tread and the carcass neither is weaker nor stronger than tha other. Every part of each tire helps every other part to last longer and that is the 'union' and 'balance' which give the whole tiro longer life which give the low-mileage cost for which United States Tires are famoust There are fioc United State 'Balanced' Tire a tire to meet every motoring need of price and use.
