Reuterdahl introduces a letter from Sena tor Tillman "white-washing" the worthy Josephus. And, incidentally, he introduces Senator Tillman as chairman of the Senate Naval Committee with this quotation from the Congressional Record: "I am trying to get a little for Port Royal (a naval station) because if you are going to steal, I .want my share." Senator Tillman. Reuterdahl's contention is that the present woeful state of the navy is due to the fact that the Naval Powers That Be are intent on secur ing not naval efficiency but "their share" on appropriations, matters of policy and, in deed, everything that affects the service.
