But it is for the Senate to decide whether the unseemly precipitancy which has characterized the action of the House shall also mark its method of pro cedure, or whether the trial shall lie sus pended until the Supreme Judiciary shall either decide as to the constitutionality of the law or declare it beyond the jurisdiction of the court. If the law is to be vindicated, let It be in a lawful way. If the constitu tional authority of Congress is to be main tained, let it be in a manner that does not outrage the national sense of right, or tend to widen the area of the conflict, and intro duce elements at variance with the peace and well-being of the country.
