He lived In the city and thought we ought to take care of home, and under this the city of Lancaster might have all the Repre sentatives and both Ycmators, therefore he should vote for it. Mr. Wylie rejoiced In the conversion they had made, and thought that cutting the 1 JiMi voles of the city into quarters tended rather to weaken than to build up its influence—he couldn't see It in any other light, and he or the other gentleman must be obtuse. Fisher followed. lie said that at, the delegate election for the convention in June, not MOO voted, probably not more than 5110; and shOuld we make this radical change without consulting the people He did not know one man beside himself in his ward who was in favor of tills plan, and could not find more than four In Mr. Kauffman's ward (Mr. K. here said he did not know one who opposed it) ; U, believed that four in live throughout the county were opposed to this change; they did not understand It, nor want to take a leap in the dark; let the people speak, and if they want the change let them have it ; one of the papers had been digging political graves, and he recommended any of the members who wanted a grave to cull at the office and take one along home with them; he agreed with Mr. Wylie that the city should not vote as a unit; under the division proposed by the com mittee, Lancaster, Columbia and Marrietta might make a combination which would its the four Representative and control the whole county; he did not believe a single man went to the convention in June instructed to make this change; LIAO. In this last trial the United States seemed to have no end of counsel; whether more volunteers or not, has not transpired. Mi. Plerrepont bad the entire conduct of the case for the prosecution, Mr. Carrington and Mr. Wil son assisting him. In the background were Mr. Bingham; Mr. 'Riddle, Col. Foster and others as advisory counsel; while Mr. Montgomery, who figured at the conspiracy trial in connection with Conover, seemed to be the sergeant at•arms of the concern, and was engaged In hunting up testimony to meet the points made by the defense. Latterly Pr. McMillian and the patriotic Watchman seemed to be added to the ad visory force of the prosecution. It seemed to be all right and proper for any and ull persons to advise counsel or aid the prose cution, while a suggestion to the counsel for the defense, a word spoken to the prisoner, an expression of dissent from any one witness for the prosecution, or a belief that any witness for the defense could tell the truth was ut once pronounced treason and sympathy with the conspirators, and the radical papers took up the hue and cry and proclaimed as copperheads all who did not believe in advance that Surratt should be hung whether or no. In this same spirit the very Jivers have been attacked, and it has boon published to the country in ad van(*) that Surratt will not he convicted. By what right is this prophecy made? The Jurors were seleeletl by the prosecution and defense alike; there wits not one of them who did not beg to he excused, but Judge, prosecution and defense Insisted that they were the right men in the right place. When the verdict is rendered, it is time enough to comment upon it. This much it is proper to say, however, that the Surratt jury is composed of WWI who represent, to a great oxteut, the wealth, intelligence, honor and respectability of Washington.
