GOV. SEYMOVE ON FEDERAL INTER VERF.NCE WITH LOCAL ELECTIONS. I Gov. Seymour, of New York, in his iatemes s age, vetoing the bill entitled "An act to secure the elective franchise to the qualified voters of the Army and Navy, of the State of New York," thus speaks of the interference of the 1 Federal Government with local elections : " This bill not only fails to guard against abuses and frauds, but it offers every induce ment and temptation to perpetrate them, by I I those who are under the immediate and parti- i cuter control of the General Government.- • ThatGovernmenthes not hesitated to interfere i directly with the local elections, by permitting 1 officers of high rank to engage in them, in States of which they are not citizens. In I marked instances, high and profitable military I commissions have been given to those who Ihave never rendered one day of military duty ; who have never been upon t(battle-field ; but ; 1 who have been in the receipt of military pay and militwy honors, to support them in their interference, in behalf of the Administration, with the elective franchise of-different Boyer -1 eign and loyal States. " Not only have some thus been rewarded for going beyond the bounds of military pro -1 priety, but others, and subordinate officers, 1 have been punished and degraded for the fair I and independent exercise of their political rights, at their own homes, and in the perfor mance of their civil duties. From the best attainable information from persons arriving from the Rappahannock it appears that some important movements or the army took place on Wednesday, although there was no lighting of any importance. The United States forces crossed the Rappahannock at Kelly's Ford. Pontoon bridges were laid two or three miles below Fredericksburg, and we took possession of those points on Wednesday night. The enemy formed lines of battle, and planted batteries on the heights of their rear, and also fired a few shots in order to get the range. In crossing we lost one or two officers killed, and from thirty to forty men wounded. Our men crossed first in boats, drove the rebel pickets out of their rifle-pits, killed and wounded many, and took one hundred and six prisoners, in cluding several officers, one of whom was Lieuten ant Colonel Hammond, of the 6th Louisiana Regi ment. These prisoners arrived here yesterday, and were sent to the Old Capitol Prison. Another informant says the left wing, 35,000 strong, crossed four miles below Fredericksburg, a little below where Franklin crossed previous to the last battle. They fought twelve hours and drove tho enemy eight miles out of their rifle-pits and behind their entrenchments. The third brigade of the first division of the first corps has suffered more than any other in the fight. Oar forces have captured between 500 and 600 prisoners, who will soon be brought to this city. Many of these prisoners have voluntarily come over to us, having thrown away their arms, in small squads, and begged for food. They pick uplwhat the soldiers have throw away on the march. • Other rebels, however, say they have plenty to eat. • The right wing crossed at Kelly's ford and Stone man's cavalry is reported to be somewhere in the rear of Fredericksburg. A collapse in the beef market is cf much' more importance to the mass of the commu— nity, than ono in the premium of gold Bun's llsAn.—The great weekly market for beef cattle closed yesterday, in forty-fourth , street, in anything but " a blaze of glory" for the drovers. Yet the closing day was much better than it was the previous Tuesday, arid no worse than the opening day this week; but upon the whole it was not calculated to make the drovers feel jolly, and we did not ho rr of one of them getting off on an extra train to meet and buy droves on the road. We did hear of same who did that last week, and lost $l7 a head this week. Tho report of the mar— ket shows an average decline of SlO a head, and the number in market proves that the great West is not exhausted its great store of bullocks. e trust that the highest point in speculative prices of beef is passed. The ope rators for getting beef up to fifteen cents a pound have certainly met a severe reverse this week. TIII4 CONSCRIPTION The Cincinnati Enquirer says : Mr. Arnold, I of Illinois, in a recent interview with the Sec retary of War, ascertained the terms of the forthcoming conscription. The action under the law will be first to return to the army all absentees and deserters ; secorifi, the draft will be made, first in those States and districts which have failedto furnish their quota under calls heretofore mh.de ; third, such of the States •as have furnished ..e k re than their proportions of volunteers horetokre called for, will be credited with such excess, and no draft will probably be ordered in such States until the number of troops furnished by the several States shall have been equalized by drafts in those States which are behind. Tar. TRUTH or riloToltr.—Says the sound and plitriotio Louisville Journal : " The Cult t enden Compromise would have ben the death of the rebellion, and both Southern Senators and Republican Senators were responsible for its failure, for enough of either to have carried the measure, with the aid of those who aotu' ally voted for it, either refused to vote for it or opposed it. It took two parties to beget this re bellion." AN OUTRAGE IN A CIIIIRCII.—.A Deserter shot at his Sister's Funeral by a Provost Guard. Last Saturday the citizens of New Berlin, Union county, were compelled to witness a scene, the like of which never happened in this country. It appears that one Jas. Hum , mel, a deserter from the Army, was attending the funeral of his deceased sister. Supposing this to be a favorable opportunity to capture Hummel, a provost guard by the name of Gephart [should be Kephart, of Centre coun ty] conceived the idea of doing so in the church. He entered the church with the rest of the people assembled, and after the singing of the first hymn, and before the sermon was commenced, he stepped up to Hummel with a revolver in his hand and arrested him. Upon this Hummel also drew forth a revolver.— Gephart snapped his pistol, but the caps fail— ed the first two attempts. Gephart fired a shot and Smith, his assistant fired one. Hum mel fired three times. lie bit Gephart on the `breast, but his ball did not penetrate. Hum mel was hit twice, one shot in thearm and the other through the lungs. Gephart was severe ly handled by the women, who seemed to have much more pluck than the men. He ran to the mountain and made safe his escape. The affair produced an awful excitement and I confusion, and of course, there was no funeral sermon preached. These are all the particu lars of the affair we have yet learned.—Selins. ;pyre Times. The preservationWthe letter itself of the POST-MASK and POSTAGE-STAMP, generally destroyed with the de. tacked cover, has long been deemed a matter of the that importance. Many obvious advantages must arise from the general use of this envelope. liVrst—lncremed Safety by additional sealing; the stamp connecting the envelope and letter securely together • and this is never liable to be omitted, though the sticking of the flap is frequently neglected or imperfectly done. Second—Security against Impertinent Intrusion; the letter and envelope being firmly attached by the stamps, and inclosure cannot be inspected keen if the flap be clan. deetinely opened. Third—Safety against Abstraction of Valuable Inch). mires. If the flap be left unsealed, or opened with feloni ous Intent, it will be impossible to open the letter and take thence bank notes and drafts without so mutilating the envelope as to insure detection. ibtolh--S•seuritY for the free payment of the Postage; as the stamp, when once properly placed in this window, cannot be removed without its destruction. GRUND. _ "TUX AGE" will advocate the principles and policy of the Democratic party, and will, therefore, necessarily favor the restoration of the Union as it was, and defend the Constitution of the United States, and that of this Com monwealth. It will freely and fairly discuss all legitimate subjects of newspaper comment, including, of course, and pre-emi• nently at this time, all questions connected with the existing unhappy condition of our country. It will fearlessly criticise the public acts of public ser vants, and defend the legal and constitutional rights of in dividual citizens of sovereign States, against assaults from any quarter. It will seek to awaken the minds of the people to a proper roam of the actual condition of the Republic—to present to them, truthfully, the fearful perils in which we stand as a nation—to exhibit the magnitude of the task that is before them, if they would check our downward pregress—and to inspire them With patriotic determination to apply TUE RESSEDY for Our national ills. In brief, it will, in all things, aim to be the faithful ex ponent of Democratic principles, and to render itself worthy to be an organ of the Democratic party, under whose auspices our country prospered so long and so well. The restoration of that party—the party of the Constitu tion and the Union—to power, in the legislative and execu tive governmental branches of the States and of the Union, we believe to he necessary to avert anarchy, and the atter ruin of the Republic.
