It is time a stop . be put to the outrages. That the-country is Involved in war Iscalamitous enough without adding to its evils a reign of lawless anarchy. We saw in an Easton paper the other day the statement that two or three boxes of the Congressional Globe had. come to that place directed to Hon. B. Brodhead, late U. S. Senator. Some rowdies seeing the boxes, pre tended they smelt treason, and taking them into their custody, sent for Mr. B. to come and explain the mystery." That pillion:tau sent them word that when they got 4ii*agb. reading the Union speeches made by him- in Congress, which they would find in the .vols umes they were so carefully guarding,' they should please return hie property. Their 44- covery that they were simply books, of course caused them some chagrin, if it did not learn them better manners. The fact is, all good citizens must set their faces against this sort of procedure, if they would restore anything like order in the goy ernment.—Reading Gazette. TERRIBLE EARTHQUAKE IN SOUTH AMERICA-- Eight Thousand Lives Lost—Two Towns De— stroyed.—By the arrival of the California steam er on Friday week, at New York, we received files of the Panama Star and Herald up to April 24. From them we lear the particulars of a terrible earthquake at Mendoza, South America : Mendoza is situated on the eastern slope of the Andes, and is the first town met with in the Argentine Confederation, after crossing the Cordilleras from Chili. It was a place of considerable importance, from its location on the frontier, and contained about twelve thou sand inhabitants. For upwards of a hundred years it had not been visited by an earthquake, and the people there lived in comparative safety from this scourge of these regions. Unfortunately, however, on the evening of the 20th of March, about 8.45, a shock was experienced, running from North to South, and at the same time another from South to North, which lasted about five seconds, leaving in ruin every dwelling and public edifice in the place, not a single house being left standing, and destroy— ing upwards of 8,000 of the population. - The accounts of this dreadful affair are terrible; whole families have been swept into eternity in an instant, and the few who have escaped are left homeless, naked and starving. The catastrophe has thrown a gloom over the whole of Chili, as many of the leading families of Santiago who had gone to reside there on account of their politics, have perished. The commercial community of Valparaiso also are likely to suffer heavy losses, as a large trade was carried on between the two places. ' It was reported that San Juan, a town of considerable importance, about 30 leagues from Mendoza, was destroyed, and that the river, leaving its original bed, and complete— ly inundated the place ; but this latter town, as well as the reported destruction of two other towns, requires confirmation. ONCFEDERACY MoNTGamEay, May 7.—Yesterday an act was passed by the Confederate Congress, from which secrecy is removed, recognizing the existence of war with the. United States, and conferring letters of marque and reprisal. A proviso announces the doctrine that "free ships make free goods." Thirty days is allowed for Federal vessels to return home. The Montgomery Confederation says that over three thousand applications have been made to the State Department for letters of marque. . Congress held a short open session to-day. The Ordinance of the Virginia State Conven— tion unitng the Old Dominion to the Confed erate States, and the treaty concluded by Vice President Stephens and the Commissioners of Virginia were presented. An ordinance was adopted ratifying the action of these Commis sioners, and recognizing Virginia as one of the Confederate States. J. W..Brockenbrough and Walter R. Staples, members elect from Vir ginia, were sworn in and took their seats as members of the Congress. The other Virginia delegates were not present. Arkansas has seceded, and guns are being fired in token of the general rejoicing at the adding of the tenth star to the constellation. Tennessee has finally seceded from the Union. NORTH CAROLINA The Legislature of North Carolina has al- ready passed a Convention bill unrestricted. It has also authorized the Governor to tender to Virginia the services of any North Carolina troops not immediately wanted for the defence of North Carolina. The balance of an appro— priation of $300,000 formerly made for arming the State has also been placed at the disposal of the Governor. The General Assembly has fully endorsed the course of the Governor in, occupying and possessing the forts and other public property within the State. A bill has been introduced and will no doubt be passed if it has not already been passed, authorizing counties to make subscriptions for the purpose of arming, equipping and supporting their volunteers. Also, a bill repealing the sth section of the 76th chapter of the Revised Code, which requires members of the General Assembly and officers of every description to take an oath to support the Constitution of the United Stated. MOVEMENTS IN TrrE,Soura.—The National , Intelligence? of Thursday says : "Two gentlemen recently connected with the United States Coast Survey have returned to Washington, and report the condition of affairs in portiON L - ,, , "rrsT n orth Carolina and Vir— ginia. They had sole their schooner, but their stores and instruments, worth more than one thousand dollars, were seized by the secession— ists at Roanoke Island. They say that the Union sentiment is stifled in and about Eden— ton and Elizabeth City by the same system of terrorism which has been exercised in other portions of the South. A fortification was commenced at Hatteras Inlet, and troops were there from Currituck. At Norfolk there were about four thousand troops, .including two companies of Georgians. The authorities were fortifying Norfolk in all directions, including Craney Island r erecting batteries and impress— ing persons to labor. They were trying to fit out a fleet, but without success. A party of dragoons were stationed at Cape Henry light— house. All the lighthouses were deprived of their contents. Our informants passed through Richmond in the night, and therefore could give no estimate of the number of troops at that place. They think the Union sentiment in North Carolina would be largely in the as— cendant if allowed a fair expression." NORFOLK FRIIIT AND VEGETABLE MARKET.- On Saturday we had a fine supply of straw. berries and green peas. The former full ripe and neatly as large as the end of one's thumb, at the low rate of 37 cents a quart—low, considering they were the first in market.— Peas have been some days coming to market. but were certainly reasonable enough at 37 cents per peck. Asparagus continues very fine and cheap. Early Yorks were plentiful, and some of them tolerably well headed.— They sold at 10 and 12 cts. for three heads.— Norfolk Herald, of Monday week.
