In their last annual report, the Inspectors, in remark
ing upon the evils and cost of vagrancy, observed that
"no remedy for the abatement of this growing and in
tolerable nuisance has as yet been provided ;" " that
the number of that class of inmates had reached 640, who
were fed at the annual , coat of $3,736.22." " And the
efficient remedy for the removal or diminution of the
evil was a problem which the Board was unable to
solve," but suggesting as the. nly feasible modes of mit.
igating the evil, in their opinion, was, either, by an en
largement of the -Prima to afford facilities for working
them, or by legislative action. The suggestion for an
enlargement of the Prison meeting with no favor from
the County Commissioners, the only alternate left was
to lustre the attempt to obtain legislation which was
accordingly done by the joint petition. of the County
Coinmissionels:and Prison Inspectors to the Legislature,
settinglorth,. .
Thht;whereas, the laws of this Commonwealth rel
" alive to the commitment and „punishment of vagrants,
" inthair operation, and administrationon in the City
andiCounty of Lancaster, have become a grievous bur
den to:the tax.payers of said county. To prove which
" your petitioners need but refer to the statistics of their
" county bearing upon the subject, as exhibited by the
" records of the said . Cominissioners and Inspectors
"The whole number of vagrants, drunkenand disorder.
ly persons committed - to the Lancaster County Prison

" The fees paid to the Mayor, and Constables, and
Aldermen of Lancaster city, for services in vagrant
cases alone in 1855, was $1,260.95; in 1858, $79607; and
in 1859, $1,346.86. The coat to the auaria 1859 being
the enormous aggregate of $5,082:02, "exclusive of Jut'_
ces' and Constables' fees Outside of Leatetteter city.
"The onerous tax of vagrancy is augmenting in an
alarming ratio, and in the' opinion of - your petitioners
require legislative action forits Oaten:Lent, as the bodies
they represent are possessed of an' power adequate to
prevent its increase or in any manner to diminish its
&meant. They believe the cause of the, great increase
in the commitments of vagrants, is in a large measure
attributable to the liberal fees allowed committing
magistrates and constables for their services in such
cases—the former receiving in the city of Lancaster 68,3 c,
cents, and the latter 87 cents in each case. The redttalpg
of the fees of the Mayor and Aldermen of Idunntster
city, and of Juitices of the Peaceln the county, and Of
the constables in the city and. county, and compelling
the city and each borough and township to pay and
bear the expenses of maintenance and the cost of com
mitting vagrants to be the only practicable remedy of
the evil of which they complain, which your petitioners
are prepared to propose. -
" They therefore pray your Honorable bodies trt enact
a law for Lancaster county, embodying the foregoing
suggestions."
end in pursuance of that petition they proposed a bill
of which the following is a copy, via:
" Be it enacted, § , c., That hereafter all magistrates arid
constables' fees, and all other costs: whatever, .ncsirred
in the arrest, commlttment, or discharge of vagrants

On the 10th of January, 1860, the Commissioners Lind_

for the purpose of explaining and awing the passage 0.
the above bill, which, on the 13th Taunary, was ',biz'

IDARDIERS, LOOK TO YOUR INTER.
ESTl—Received the .First Premiums this Fall at our
County Fair, a Silver Medal on the Telegrah Fodder Cutter
and Coleman's Farm Chopping Mill, with Proeeu's improve
ment. I have received at my Agricultural Implement and
.Seed Warehouse a large stock of the Telegraph Hay, Straw
and Cornfodder Cutters, four sizes, Nos. 1,2, S and 4, suit
able for large or small Farmers.
The Telegraph Hay, , Straw and Cornfodder Cutter is
acknowledged to be the best Cutter now in use. We claim
a great many advahtiiges over any now manufactured: let,
It has the down cut, all the strain is on the frame where
it should be; 2d, It is geared on both sides, and is not
lia
ble to wear or get out of repair ; 3d, The Nee. 1 and 2 are
doublepgeared, and can be changed to cut different lengths;
the shortest cut is 7 pieces to one inch for Cornfodder; in
five minutes they co be changed to cut scant
.14 inch for
Hay or Straw . - The hand-wheel can (on • the . No. 2) be
changed on • either side of the 'Cutter to suit the power.—
The greatest advantage we claim is the power. We can do
as much work with one horse as those can (that first cut;
then crush) with three. • •
Our cutter will cut shorter and make better feed, than
those - .those ,thot.lirst.elA then crash. We all know the
more power it requires to drive a Cutter the sooner it will
get out of repair. We will give a few references to Farmers
wanting Cutters this fall: John-Sener, Christian Hess,

I have also received a full supply of Coleman's Premium
Farm, Chopping Mill With Prosen's improvement.' There
are a great many of our Mills now in use in this county,
and all give very-good satisfaction.. The Mill is very much
improved over thole sold two years ago. The grinding
parte are 100, per cent. harder. There is a Mill running in
Philadelphia which has ground from 1,5,000 to 20,000 trash
. els of grain, and is running yet without having any repairs
done to it. We will givo.3, few- references for our Mille:

THE GREATEST
lIEDICAL
DISCOVERY
OF THE AGE.
THE GREATEST MEDICAL . DISGOV•
&SY OF THE AOR.—Dr. KENNEDY', of Roxbury, has
discovered, in one of our common pasture weeds, a remedy
that cures
EVERY KIND OF HUMOR,
from the worst Scrofula dawn to a common pimple.
He has tried it in over 1100 cases, and never failed except
in two cases, (both thunder humor.) its has now In his
possession over two hundred certificates of its virtue, all
within twenty miles of Boston.
Two bottles are warranted to cure a nursing sore mouth
One to three bottles will cure the worst kind of Pimples
on the face.
Two to three bottles will clear the system of Biles.
Two bottles are warranted to cure the worst canker In
the mouth or stomach.
Three to five bottles are warranted to cure the worst case
of Erysipelas.
One or two bottles are warranted to cure all humor
the Eyes.
Two bottles are warranted to cure running of the ears
and blotches among the hair.
Four to six bottles are warranted to cure corrupt and

Five to eight bottles will cure the worst case of scrofula
A benefit is always experienced from the first bottle, and
ti nniest cure is warranted when the above quantity is
Reader, I peddled over a thousand bottles of this in the
vicinity of Boston. I know the effect of it in every case.—
Be sure as water will extinguish Bre, so sure will this cure
humor. I never sold a bottle of it, but that slid another;
after a trial it always. speaks for itself. There are two
things about thip herb that appear surprising; • first, that
it grows in our pastimes, in some places quite plentiful,
and yet Iteevalue has never been known until I discovered
It in 113113—eeeendlhat it should cure all kinds of humor,
• In order to give some idea of the sadden rise, and great
popitlarity of the discovery, I will state that in April, 1853;
I peddled it and sold about sir: ottleaper dayhi April .
IBM, I sold over one thousand bottles 'per. day of It.
Borne of the wholesale Druggists who have.been In the
business twenty and thirty years, say that nothing In the
annals of patent medicines was ever like It. There is a
universal praise of it from all quarters.
In my own practice I always kept it strictly for humors
—but mince Its introduction as a general family Medicine,
great and wonderibil virtues have boon found in It that I
never suspected. ,
l3eieral mules of epileptic fits—a disease which was always
considered incurable, have been cured by a few bottles.-
0, what a mercy .1f it prove effectual In all cases of that
awful malady—there are but few, who have seen More of it
than I have.
I know 'of several cases of Dropsy, all of them aged peo
ple, cured by it. For the various diseases of the Liver, Sick
Heititaohe, Dyspepsia, Asthma, Fetier and Ague, pain in
the side, Diseases of the Spine, and partieularly in diseases
of the Kidneya, &c.." the discovery has done more good than
any medicine ever known.
Ne change of diet ever necesaary,-eat the beet you get
and 4 neugh of it.
