• The whole number of prisoners received since the

No epidemic or diseases of difficult treatment prevail
ed =wag the prisoneni during the year; yet, the num•
ber of cases treated was larger than .any previous year,
alinielY. 224, being in the ratio of TOO cases treated to
every 431 prisoners. 204 of which "were cured, re
lieved, 1 sent to the Alms House, and two died.
The financial affairs and manufacturing operations of
the Prison during the. fiscal Year,.elosing November 80,
1360, are exhibited in detail by the following statements
marked by the letteis of the alphabet, which contain
all the informationvelating to those subjects :

In order to ascertain the actual cost of the Prison to the
County, it becomes necessary to deduct the following
cash received, and mete of the manufacturing depart
ment, viz

The whole number of days prisoners were boarded
the past year was 48,278, at 18 cents a day, amounting
in all to $8,690.22, an average of $724,18% per mouth:
the number of the previous year was 46,452 costing,
$8,573,52, averaging $714.46 per month, being an in
crease the past over the preceding year of $9,72X per
month average.
The cost of the maintenance of vagrants this year ,is
slightly In excess of any previous year • amounting in
1860 to $3,894.66, against $8,725.22 in 1854, being $159,44
of an increase.
The manufacturing operations during the year prude
cad as follows: 11,369 yards carpet for sale • 10,878
yards do for customers; 7,838 Yards bagging, and 10,883
yards apron check; 459 pair boots, Shoes and slippers;
195 dozen grain bags; 1,619 willow and oak baskets ;
840 fleh nets; 86 fly nets; 137,019 Spanish and hair-
Spanish cigars, Sm.
There are manufactured goods on hand to the amount
of. $3,800.99, consisting' among other articles of 3,140
yards carpet; 765 grain bags; 292 fish nets 71 8y nets;
921 willow and oak baskets of various sizes ; 98 pair of
boots and shoes, and 120,649 Cuba, sixes and half
spaniel' cigars.
The profits of the labor of the prisoners, for the past
year was $3,868.0, as shown by the statement of gain
and loss, which is slightly above the average of the pre
viOns live years.
By the following statement the correctnessof the fore

The actual ont of the Prison the preceding year was
$8,525.47; 83,299.51 ; less than the past year, ending
November 30th, 1880.
In their last annual report, the Inspectors, in remark
ing upon the evils and cost of vagrancy, observed that
"no remedy for the abatement of this growing and in
tolerable nuisance has as yet been provided ;" " that
the number of that class of inmates had reached 640, who
were fed at the annual , coat of $3,736.22." " And the
efficient remedy for the removal or diminution of the
evil was a problem which the Board was unable to
solve," but suggesting as the. nly feasible modes of mit.
igating the evil, in their opinion, was, either, by an en
largement of the -Prima to afford facilities for working
them, or by legislative action. The suggestion for an
enlargement of the Prison meeting with no favor from
the County Commissioners, the only alternate left was
to lustre the attempt to obtain legislation which was
accordingly done by the joint petition. of the County
Coinmissionels:and Prison Inspectors to the Legislature,
settinglorth,. .

" alive to the commitment and „punishment of vagrants,
" inthair operation, and administrationon in the City
andiCounty of Lancaster, have become a grievous bur
den to:the tax.payers of said county. To prove which
" your petitioners need but refer to the statistics of their
" county bearing upon the subject, as exhibited by the
" records of the said . Cominissioners and Inspectors
"The whole number of vagrants, drunkenand disorder.
ly persons committed - to the Lancaster County Prison
" during the following, years, and the cost of their main

" The fees paid to the Mayor, and Constables, and
Aldermen of Lancaster city, for services in vagrant
cases alone in 1855, was $1,260.95; in 1858, $79607; and
in 1859, $1,346.86. The coat to the auaria 1859 being
the enormous aggregate of $5,082:02, "exclusive of Jut'_
ces' and Constables' fees Outside of Leatetteter city.
"The onerous tax of vagrancy is augmenting in an
alarming ratio, and in the' opinion of - your petitioners
require legislative action forits Oaten:Lent, as the bodies
they represent are possessed of an' power adequate to
prevent its increase or in any manner to diminish its
&meant. They believe the cause of the, great increase
in the commitments of vagrants, is in a large measure
attributable to the liberal fees allowed committing
magistrates and constables for their services in such
cases—the former receiving in the city of Lancaster 68,3 c,
cents, and the latter 87 cents in each case. The redttalpg
of the fees of the Mayor and Aldermen of Idunntster
city, and of Juitices of the Peaceln the county, and Of
the constables in the city and. county, and compelling
the city and each borough and township to pay and
bear the expenses of maintenance and the cost of com
mitting vagrants to be the only practicable remedy of
the evil of which they complain, which your petitioners
are prepared to propose. -
" They therefore pray your Honorable bodies trt enact
a law for Lancaster county, embodying the foregoing
suggestions."

constables' fees, and all other costs: whatever, .ncsirred
in the arrest, commlttment, or discharge of vagrants
Lancaster county, shall be paid solely by the city, town
eldp, borough, or incorporated district, where the arrest
is made.

mayor, alderman, or justice of the peace in said county..
in any vagrant case where the alleged vagrant , is dis...

On the 10th of January, 1860, the Commissioners Lind_
a committee of the Inspectors proceeded to Harrisburg,
for the purpose of explaining and awing the passage 0.
