As many ea-twenty eight-thousand persons, able .and- willing to work, are now idle. The Superintendent of Outdoer Poor has received no less than- ten thousand:applicttions for-coal during the last two or three weeks. The same official re ceives daily applications from mechanics who wish to be committed to the Workhouse. Beyond this there is, of course, an immense amount of suffering which is concealed through false pride and shame. Would it not be well for our Republican friends, bank presidents, and so on, who voted for LincOln, -to devise some plan , for the alleviation of the misery which the political excitement consequent upon his election has caused in the Northern cities? In the South we dud the negroes sleek, fat, comfortable and - devoted to their masters. In the North the white laboring classes are walking about the streets with the alternatives of pauperism, starvation dr crime. The contrast is not a very pleasant one for us, but it is absurd to deny- that such is the state of things. In their last annual report, the Inspectors,ln remark. ing upon the evils and cost of vagrancy, observed that "no remedy for the abatement of this s growing and in tolerable nuisance has as yet been provided; " " that the number of that class of inmates had reached 640, who were fed at the annual cost of $3,736.22." "And the efficient remedy for the removal or diminntion of the evil was a problem which the Board was unable to solve," but suggesting as the only feasible modes of mit igating the evil, in their opinion, wise, either, by an en largement of the Prison to afford facilities for working them, or by legislative action. The suggestion for an enlargement of the Prison meeting with no favor-from the County lommirsioriers, the only alternate left was_ to make the attempt to obtain legislation which was accordingly done by the joint patition of the County Commissioners and Prison Inspectors to the Legislature, setting forth, " That. whereas, the laws of this Commonwealth rel " alive to the commitment and punishment of vagrants, "in their operation and administrationon in the City " and County of Lancaster, have become a grievous bur- - "den to the - tax-payers of said county. To prove which "your petitioners need but refer to the statistics of their "county bearing upon the subject, as exhibited by the "records of the said Commissioners and Inspectors "The whole number of vagrants, drunken and disorder " ly persons committed to the Lancaster County Prison "daring the following years, and the cost of their main " tenance in. the prison, are as follows: Year ending November 30, 1855, 284, costing $1,749 21 Ma t 344, " 2,284.66 CI 61 t&T; 288, " 2,088.40 " " " 1868, 798" 1,819 98 CI 66 " 1859, 840, " 8,735 22 "The fees paid to the Mayor, and Constables, and Aldermen of Lancaster city, for services In vagrant Mg. alone in 18 5 5, was $1,260.95; in 1858, $798 07; and in 1869.91,346.80..
