IN making up a summary of the pro ceedings of the "Farmers' Mutual Insurance CoM pany," for the year now coming to a close, the Boardinf Directors discover less cease for 'Congratulation than on some previous occasions. For, although the amoult Insured in the Company has been constantly, steadtly and rapidly tecreasing, thus affording unmistakable evidence of the confidence of the public in the prin6i pies upon which it is established, and an encouragiii4 approval of the manner in which It has been conductsid, the losses sustained by the Company have been mere than commensurate with such augmentation. Tbe greater the amount of property Insured, by this or spy other company, the greater will be their losses, daring any given period of time, this is a. natural consequeaMe that was to be expected, and was anticipated and ad-. er ted to by the Directors to one of their former report/1;i But the evils of this natural consequence, that caM not be avoided, have been greatly augmented by a motel depravity which pervades certain portions of this coun ty, particularly in the vicinity of Lancaster city. To the usual causes of conflagration, carelessness, accidenis, friction and electricity, always sufficiently alarrnlhg and destructive, ansiber potent element has been added: the torch of the vile, malicious incendiary has been pulls requisitionoand the slumbering security of the innocent and unsuspecting, have not unfrequently be ' ''en to witness their personal danger, and the (le- . struction of valuable property, aeq.tied by years' ‘if holiest industry and unreruittius iml. How to arre i st this enormous and growing evil it is no easy task o prescribe,—the law is intended fur the severe punish meat or offenders of this clam, and, although the law does not slumber at midnight, the witnesses necett.tat.'y to convict the uffenier frequently do, and the mischief can be done with such facility and such secrecy, as to bid defiance to detection, and the vile perpetrator este with impunity to °D.j.:) , the demetaathil eatibietetion Hof having inflicted an Injury on his neighbor and un society which he can never repair. F The motive fur such attrocious condoct is as muchi' a __..,,....ru....vta1.W.. to as muchi; mystery as the actual perpetration; persona whose (a offensive conduct and correct moral deportment, might be supposed to conciliate the good will of all their ac quaintance, have sometimes suffered severely at ale hands of those miscreants, who, disregarding all modal and social obligations, bid defiance to law and govefin meat, and make war upon civilized society—whether it is done for the purpose of concealing petty burgle es or to afford opportunities to prey upon the property )of their neighbors, or, as on a recent occasion, to facilitate a wholesale plunder: whether the object be personal revenge fur some real or supposed injury, or do . he through a mere spirit of mischief to gratify the prompt ings of seine inhuman malignant feeling, must, in the absence of further evidence be left to conjecture, andl it is equally Immaterial what the motive is, the injury is the seine, and none of the considerations referred Ito, nor any other that the Directors can imagine, wodld justify or alleviate the diabolical conduct of the iiiise incendiary; an enemy to his fellow-man and anent-cast in society, nothing but the veil of impenetrable diik sees shields him from the punishment which his crimes deserve. Daring the last summer, at the instigation of sokne gentlemen connected with another Insurance Compady, the Directors of the "Farmers' Mutual Insurance Conn patty" made en effort to form a combination amongst all the Insurance Companies in the county, for the pur pose of offering a large reward fur the apprehension and conviction of any person who would set fire to any building insured by any of those companies. The propo sition was not met with a cordial response from other companies, doubts were entertained of the propriety, efficacyvind utility of such a proceeding, and it vi ,, ,as finally 'abandoned 1 During the year, the following fires have occured on property insured by the Farmers' Mutual Insurance Company, viz: ') 'the first was the Merchant and Grist %Gil of Benja min M. smatter, of Fenn township, burned on the night of the ninth of April last. This fire was supposed (to have been accidental, the fire originating in the mlll room, where fire had been kept the day previous in; a small stove. The amount insured in the Farmers MOin al insurance company was slooo—on the one-half)) of the coutents. Some objections were at first made to correctness iof this amount, but the Board of Appraisers having ',IOW ed the premise s , heard the evidence of various perstms who had worked at and been familiar with the premi ses immediately before the lire occurred, and carefffily investigated the whole subject, report the actual vain° of the contents destroyed at $5,999.00. Under these dir cumstaucos the Directors agreed to pay accordingOo their rules and By-Laws, three-fourths' of the amottnt insured, being s:3•:oo—which Mr. Stauffer accepted. The next lire was the barn of John Williams, in the city of Lancaster, which was burned on the fourth da. of June; this fire occurred in the middle of the day, and was supposed to be the work of an incendiary, though no clue has been obtained to lead to a detection and conviction of the culprits. The appraisers repogied the actual lose of the barn and contents at $1237 00, bon which the Directors paid three-fourths, being $928,00. On the night of the 9th of September, the Smith Stiop of George Dietrich, of West Lampeter township, Was burnt. The Appraisers estimated the actual loss; at s3oo—that being the amount at which it was insured; three-fourths of which sum ($225.00) was paid by the Directors. ti, The next large fire that occurred during the se ason was the Steam Saw Mill of Emanuel C. Reigart, p:.q., near the city of Lancaster, on the night of the first; of October; this was evidently fired by an incentliaryl as no business lied been done about the mill for some tome previous to the fire. The building was a large Pne, containingraluable machinery, circular saws, &c. The Appraisers estimated the actual damage at $2666, but Mr. Reigart being dissatisfied with this decision, lde mended that the case should be submitted to three Pis interested men as Arbitrators; this being his right, under the By-Laws of the Company, was acceded to by the Directors. Men were mutually chosen, to whom the whole subject way referred. Mr. Reigart having been more careful to furnish testimony before the 4bi- . trators in regard to the actual condition and value of his mill, than had been done before the Apprabibre, obtained an award of $4OOO for the entire actual loss three-fourths of which, being $3OOO, the Directors agneed to pay. The next fire was the house of Samuel Ned, of Manor township, for which he was paid $l2O. The last large fire that occurred during the season was4lie Dwelling House and contents of Cyrus Hersh, of Man helm township, on the 24th of November; the fire was accidental, having been communicated to some Om bustible material from the heat of a stove pipe. ;The Appraisers estimated the damage at $9OO, and a war rant for three-fourths of that amount ($675) has been granted to Mr. Hersh, payable on the 2nd day of Feb ruary next. For the payment of this last sum, no !Ilex has yet been levied, the Directors having concluded to procure a loan for that amount for some time. Seyral minor and partial fires have occurred, which will be enumerated in the statement of the Treasurer. The whole amount of the Company's losses during the past year is seven thousand two hundred and ninetytame dollars and seventy-five cents ($7,291.75) but a recur rence to the record of the Company's proceedings straws that in the year 1816 when the Company possessed not one-fourth the ability that it now does, the actual floss amounted to four thousand one hundred and seventy dollars (4,170) being more than three-sevenths off, our present aggregate with all our increased capability.— And those who were then members of the Company will well recollect that the taxes were much higher has now. To meet these and other necessary expenditttres, two taxes of one mill on the dollar or one dollar on the thousand bare been assessed and partially collecad.— The precise amount of tax yet to collect cannot be 4cer talned, but it is estimated that the outstanding taxes will be nearly or quite suffic ant to pay all the liabili ties of the Company, except the loss sustained by Ibir. Hersh and perhaps the salaries of the officers. The whole number of policies issued during the past j year is 275, covering property to an amount of - „ ght hundred and twenty-six thousand nine hundred liand fifty-eight dollars, ($526,950) to which mast be added the additions to former insurances, amounting tor, one hundred and eight thousand six hundred and eightlol tars, ($105.608) making an aggregate increase of .. ins hundred and thirty-five thousand and sixty-six dollars ($935,066.) 11 The whole number of policies cancelled wa4127, amounting to two hundred and fifty-taro thousam4 live hundred and fifty-seven dollars, ($232.557,)—t0 Which must be added diminutions on old policies amounting to thirteen thousand eight hundred and twenty-five dollars, (sl3,s2s)—making the whole amount cahcel led during the year two hundred and sixty-six then sand three hundred and eighty-two dollars ($266,382) which last sum taken from the aggregate increase, leaves an actual increase of six hundred and sixty eight thousand nix hundred and eighty-four dollars, ($665,684); and the whole amount now insured iiforir milli in three hundred and ninety nine thousand: and My-seven dollars, ($4,399,057). , During the year, the Secretaryunder the directiOn of the Board of Directors procured one of Evans & ;Wet son's patent fire proof Safes, in which the Book and valuable papers are now deposited for safety ; the great ly increased operations of the Company seemed tol!l.war rant this prudent expenditure.
