June 6 3t 21 WATER RENTS —A Supplement to an ordinance entitled u An Ordinance providing for the assessment and payment of Water Kents in the city of Lancaster.” passed January 16, 1557. Section 1. The Select and Common Councils of the city of Lancaster, hereby ordain that where in their judgment, the period or quantity of consumption of the Conestoga water is less than contemplated by the Ordinance to which tins is a supplement, in fixiDg the schedule of Water Rents, the ‘•Water Committee of the city of Lancaster,” are hereby authorized and empowered to make a just and equitable abatement from the assessment of the Water rent. Provi ded that, for the present year, applications to that end bo made within five days after the passage of-this Ordinance, aud thereafter before the 20th day of May in succeeding years. Sic. 2. It shall be the duty of the Water Committee to cause to be entered upon their minute book the names of the Water Renters allowed ahatement, with the amounts thereof and description of their premises, and require their clerk forthwith thereafter to furnish the City Treasurer or Receiver of Taxes with a certified copy of the record. Szc. 3. From the certified copy of such record of abate ment, it shall be the duty of the Citv Treasurer or Receiver of Taxes to correct the-duplicate of Water Rents, and settle and receipt therefor accordingly, with like allowance for payment before the first day of June, additions in default of payment and dispositions as regards delinquents, as prescribed in section 3rd of the Ordinance to which this is a supplement. Sec. 4. It shall be the duty of the Committee on Finance, or any special committee that Councils, by resolution, shall appoint for the purpose, on the second day of July next, en suing, aud thereafter on the second davs of June and July annually, to examine the Water ReDtduplicateatthe office of the Receiver, to ascertain the payments made to those respective periods, and report the result of their investiga tion to the Select and CommoD Councils of the city, at their then next ensuing stated meetings. Sec. 5. All OrdiuaDces orparts of Ordinances inconsistent with, or altered or supplied by the aforegoing, are hereby repealed. Mouths of greatest hardness, irregularity and six* are fitted with the same ease and as perfect certainty as smaller, more even and softer ones.— Pieces thus made do not require time to insure their firiri retention ; but adhere from the first insertion with a degree of firmness that few swaged plates ever acquire. 2. Repairs or alterations, rendered necessary from accident or mistake, can be expeditiously made with no risk to the piece and without leaving any trace of such alteration. A Single teeth or blocks can be very easily removed from a plate, uninjured, and remounted a second, third or fourth time. It is unnecessary to specify the cases In which this property, which I regard as altogether peculiar to my pro cess, will prove UBefnl. 4. It offers peculiar advantages in many cases of correct ing irregularities of the dental arch. 5. The natural conformation of the mouth can be accu rately copied on the lingual side of the plate, want of which, in nearly all swayed plates, interferes with the correct articulation of certain words. This, as well as the filling out, in .places where there is loss of structure, or where necessary to restore tbe fnlTnens of the face, can be done with great facility. . 6. As no spaces are left for the lodgment of food or the secretions, this work is remarkable for its deaalines*. A property which it retains unimpaired os long as it is worn. The qualities above enumerated strongly recommend my process to both operator and patient. As to its strength, durability and beauty. I challenge for it a comparison with any known process for mounting artificial teeth. I do not claim fur it that it supplies the place of skill, or puts the bungler on a par with the expert. I should take no pride in the discovery of auy such leveling a\stem. Work done by Cheoplasty must bear its marks, distin guishing between tbe master hand and tbe apprentice.— When I speak of its capabilities, I necessarily refer to such as are developed iu the hands ot those who know how to use it. Not being a dentist, though somewhat familiar with dentistry, I will not presume to offer you, in nuswr-r, anything more than the result of my personal experience. To that you are entitled, aud to that you are-welcome. Unfortunately, 1 have been, fora number of years, com pelled to wear a full upper set of artificial teeth, and more unfortunately, the shape of the palate made close adapta tions of the plate very difficult. I cannot tell you how of ten good operators have .failed to produce a piece that I could wear at all. Even in this respect failure was the rule. But a piece that could be worn comfortably and with a sense Of entire security by a public speaker I could never obtain. I learned to be satisfied with approximations to what I wanted, but when I hod such, it was a source of uneasiness, that I might not get another wheu necessary. I cannot tell you how much vexation, anxiety and priva vation I have endured from this want of uatural and de fect of artificial teeth. Under these circumstances. Dr. Austen proposed to try your method; I consented. The piece was prepared with the carefulness and nicety of manipulation which rbnrac- Ize the Doctor’s workmanship, and it fully succeeded; from the moment when it was adjusted to the mouth I knew that, my want was at length supplied. It felt perfectly comfortable, light and firm. It needed no alteration. It did not require me to p.-t used to it.— From the first it answered all my purpo*-*— If I could got no other, I would not take a good farm for it, extravagant as you may think the expression. But there are many who, from experience of similar troubles to mine, will acknowledge that such an exchange of personal comfort for property, would be absurd. The advantages of your method as 1 perceive them arc. Ist. An accurate adaptation can be certainly had 2d. When once had it can be indefinitely repeated. 3d The piece is remarkably cleanly. 4th. From its nice adaptation it feels light in proportion to its weight. sth. Haviug worn pieces of gold, silver and platina. I find that the material you use is fully us free from all taste or galvanic sensations as any of them. My opinion is, that your plan must supercede all others now in use. for it has advantages over them all, aud none have any advantages over it. I do not wish to be understood to say that every body will always succeed iu making accurate sets by this meth od. A certain amount of carefulness and skill will be ne cessary, in order that the method bo pursued. The plan*' itself I regard as perfect, but it may be imperfectly tried. Dentists must be skillful as heretofore, but the advantage in your plan is, that skill will certainly be successful when used in this way. And now,sir, I have done what I never did before. But gratitude tc you, and a strong desire to spread the knowl edge of your discovery, have overcome my repugnance to give a testimonial of the kind, and particularly one which advertises my physical imperfections to the world. A perfection o- adaptation to be realized by no other method. 3d. Great durability—less likely to break, more easily mended when broken. 4th. Greater comfort, utility and security than can be attained in any other manner. To the dentist your method presents the following ad vantages : Ist. Perfect security and relief from anxiety as t>> ulti mate results; there being no shrinking, no plate springing, no over-beatiug or cracking of teeth, and a perfect fit to the original plaster cast in every instance. If this last result can be obtained by any other method, I am ignorant of it. As soon as tbe materials are at band, I shall proceed to adopt tbe cneoplastlc process, to the exclusion of all oth ers. Second.—lts great facility and tbe necessarily perfect adaptation to the impression aud consequent absolute accu racy of fit. Third.—lts application under all circumstances. Fourth.—lts non-corrosiveness, being equal to gold or platina in this respect. Its tastelessness and cleanliness, together with' the remarkable ease and comfort with which it Is worn by tbo patient. Fifth—The unusual facility which It gives the operator to restore the mouth and face to their original form. Sixth.—The ease and safety wtih which it can be re paired. Seventh. —Its advantages in requiring no additional ap paratus in tbe laboratory of tbe Dentist, for its construc tion. Dr. Blandy deserves great credit for bis untiring labor in bringing about a result which our whole profession must sooner or later, endorse as one of the most valuable im provements of the age. Cbeoplastic Process of Mounting Teeth. —The above method of mounting artificial teeth, is attracting consider able attention; and has already been adopted by many practitioners. Hitherto we have refrained from expressing our opinion with regard to its comparative merits. Indeed we deter mined not to do so, until we bad the fullest opportunity of Judging,of Us practical value and advantages. Of these we are now so thoroughly convinced, that we have no hesitation in saying, that this method of mounting artificial teeth, secures, when done with proper care and skill, greater accuracy of adaptation of the base to tbo model, and more comfort and usefulness to the patient, than by any other rnolhod heretofore practiced.
