In addition to the defined dutleß In prior ordi nances now incumbent upon the Superintendent of the Water Works, he shall be required to make daily observa tion of the condition of the reservoirs with respect to their supplies, and report the result thereof to the Chairman of the Water Committee; to keep the prisms of the reser voirs, with the outside banks and walks, in suitable order; ■ to supervise the laying of the water pipes, plugs and fix- \ tares In the city,—and render such other services in the 1 water department as the Water Committee may from time 1 to time direct; especially shall he ascertain by inquiry from consumers or otherwise, the use to which the water is applied, and report in detail their names and purposes of consumption to the Water Committee on or before the first day of March annually. And all applications for the use of the water after the first day of March in any house, building or other premises, or for the extension of any pipe for the conveyance of the water, shall be made in writing by the applicant, and must state fully and truly all purposes for wnich it is required; and the said appli cant shall at ail times frankly ®Dd without concealment, answer all questions put to him, her or them, by the Water Committee touching Its consumption; and any one that may be found using the water contrary to contract, shall on the oath or affirmation of the Superintendent to the facta be liable to a penalty of ten dollars; and if not paid to the Superintendent when required by the Mayoi, the Water Committee shall forthwith cause the water to be stopped off, and the Mayor shall Institute suit fot the re covery of the penalty with costs of suit. Sxct. 8. The Duplicate of water rent shall be, as hereto fore, made out on or before the first day of April yearly, and the Mayor shall immediately thereafter deliver the tame to the City Treasurer, to whom the rent shall be payable, at his office. On all rents paid on or before the first day ol,June, au abatement of five p*.r cent, will be allowed from the amount. Between that day and the first day of July, inclusive; the whole amount will be required. After the first day of July, in addition to the rent, fire per centum on the amount will be required to be pajd.—* On the first Monday in September, the Treasurer shall re turn to the Mayor the Duplicate, with a list of any rents that may be tben unpaid. And to dispose of such list, the Mayer shall immediately place the same, with the dupli cate, in the hands of au Alderman for collection, with cost of suit, and the delinquent shall be deprived of the use of the water until the rent Is paid. Sect. 4. It shall be the duty of the Superintendent '*n ; or before the first day ot May in «.v;h and every year, to 1 leave at the premises of each water renter, a printed or i written notice of the amount of hie or her rent, with an ’ embodiment of the provision* «-t beat ion ad of this orrti- ! sanee relative to payment. In lieu of the salary now receivable bv the City j Treasurer, be shall be entitled to the yearly compensation ! of three hundred dollars, from and after the second Tues- ; day in February next, payable quarterly. Seot. 8. In cage th« supply of water in the reservoirs in seasons of drought or at any other time, should in the judgment of the Water Committee require husbanding for the necessary protection and safety of the lives and prop erty of the citiaons, they shall instruct-the Mayor to cause public proclamation to be made throughout the city bo far as the water pipes extend, forbidding the uso of tho water fer pave washing, sprlnkliug streets, or any wasting there of whatever; and any one disobeying such injunction, shall be liable to a penalty of five dollars fur the first of fence, and be deprived of the use of the water until said fine is paid, and for a second and every subsequent offence, to a fine of ten dollars and deprivation of water until paid. And if the Superintendent of the Water-Works should lu any case refuse or neglect to stop off the water after having been notified by the Mayor to do so, tho Mayor shall report the circumstance to Councils, who may by joint resolution for that cause, remove said Superintendent from Cffflce, di rect the withholding the pay for the quarter he may have commenced, and appoint a successor for the unexpired term, who shall be entitled to the retained salary. And if any person should procure a key and let the water on after having been turned off by the Superintendent, he or she for the offence, shall pay a fine of fifty dollars with costs of ■alt. Sxct. 9. All ordinances and parts of ordinances incon* ■latent with or supplied by the foregoing are hereby re pealed. In ad dition to the 626 there were sentenced daring the same period 82 and remaining in prison on the 30<h of No vember, 1855, 101, making the above total in prison da ring the year 712 as per Table No. 2. Table No. 3 shows how the 619 discharged prisoners were disposed of. 7 being sent to the Eastern Penitentiary, 1 to the House of Befage, 3 to the Lancaster County Hospital, and 3 were pardoned by the Governor. Table No. 4 will show the various charges upon which the 83 conric's were aenteuced, there were 37 for larceny, 3 for famishing intoxicating drinks to minors. 1 for selling liquor on Sunday, 1 for arson,,the residue were for offences of lower grades. TablelNo. 5, their term of sentence, with color and sex'of each, the terms of imprisonment being generally short, bat 5 were sentenced for a longer term than one year, 13 were colored and £9 white ; a less pro portion of colored than the previous period, among the □amber there were 2 white females. Table No. 6 the nativity, color and sex of each of the 82 convicts ; but 27 were born lb Lancaster city and county, and 30 in foreign countries. Table No. 7 their ages, as in previous years, about half tbe number were 3O years of age. Table No. 8. how often they have been convicted, 16 being old offenders, T havlng been convicted the third time, 2 the fourth time, and' 1 the sixth time. Table No. 9, shows the occupation of the convicts prior to th«ir conviction, 36 of the 79 males having had no trades.— Table No. 10 shows -the number who can read and write, but 18 of the 82 could not read, and 19 not writs, a much smaller proportion of the illiterate tbao the previous period. Table No. 11 shows how many are unmarried, 46 of the 82 being unmarried. Table No. 12 shows their occupation while in confinement ; 31 Were weaving car pets, 4 bagging, 6 making segars, 2 shoes, 3 bags, 3 bas kets and 10 knitting fishing nets. Table No. 13, the number of medical cases treated. Table No. K shows the habits of tbe conTicU, 40 were intemperate, 19 mod erate drinkers, and but 23 of the 82 were of temperate habits. $ 71 00 219 00 104 00 123 00 81 00 171 50 It appears by Table No. 15 that tbe whole number of prisoners received since the opening of the prison, Sep tember 12th, 1861, to November 30th, 1856, was 2,466; 1,946 white males, 232 white females, 24$ colored males, and 40 colored females. The health of the prisoners, notwithstanding the prevalence among them of Varioloid, Use been nearly as good as the previous year. The number of cases treated was 125, that of the previous 11 mouths 106; the former being io the ratio of 100 cases treated to every 695 prisoners, aad the latter of 100 to every 570. Thera were 9 cases of Varioloid and 2of Variola. 4 prisoners died during the vear, 3 convicts and 1 vagrant For de tails on this subject see Table No. 13. There were committed during the year 91 person for vagrancy and 230 for druakenness and disorderly cou duct. Tbe whole uumber committed on summary con victions before Aldermen and Justices of tbe Peace was 344, an increase of 60 on the previous period. There is a marked disproportion between.this class of petty of fenders and those charged with higher crimes, and com mitted to await their trial before a jury. And thiN dis proportion is becoming greater every year. In 18?4 there were 194 committed for trial, and 246 on summa ry convictions; in 1955, 200 of the former and 284 of the latter, and last year 152 of the former and 344 of the latter. - The maintenance of this annually increasing etas* of vagabonds and paupers at the Prison, entails & heavy expense upon the county, and they ought not to be com mitted to the prison for simply being homeless and penniless ; but where no distinct offence is clearly pro ved against them, they Bhould rather be seat to the Poor House, to which Institution they seem more prop erly to belong,_and at which they could be maintained at Uss expense. The results of another year’s experience of the work ings of the system of separate confinement’author.le-i the undersigned to adopt the opinion of their predeces sors as to its superior efficacy in the puuiehment ot offenders with a view to their reformation and the pre vention of crime. But until measures are adopted to secure tbe more thorough separation of convicts for long terms from those confined for short periods on summary convictions, by the construction of another wing to the Prison, much of the efficacy of which the separate sys tem is capable will be unattainable. Two attempts wore made daring the year by joint meetings of the Boards of Directors of the Poor and House of Employment and of Prison Inspectors, to carry out the Act of Assembly, approved March 2Pth, 1556, authorizing the said Directors and inspectors to elect annually a Moral Instructor for said institutions, but from the difficulty of securing the services of a person, at that time, possessing the peculiar qualifications deemed essential, they left to their successors the duty of carrying out said Act. The Board, however, to carry out tbe aforesaid Act on their part as far as practicable, have elected a Watchman, possessing the requisite qualifications for that purpose, upon whom they have imposed the duty of giving instruction to the iainates in the rudiments of an ordinary education. The redaction adverted to In the last report, was made on the Ist of February last, from 20 cents a day to 18 ; which is the sum now allowed for boarding the prisoners per day. Statement N shows that the maintenance of the va grants has cost the countv, the past year, the large sum of $2,284 86. Statement 0 shows that the sum paid to the Inmates for overwork was $577 01; namely, to convicts $467 GO, to those awaiting trial $44 37>£, and to 26 vagrants $63 03The respective sums to which those confined have entitled themselves by their industry, are not paid to them until they leave the prison. Statement T shows the manufacturing operations of the prison during the last year. It appears by this statement that there were made 34. yards of Car pet; 4,474 yards of Bagging; I,4B4yards of Raccoon for Pants, Stripe for Pants, Check for Shirts, and Towel ing ; 41 dbz. of BagB; 141 Shirts; 224 pair of Boots and Shoes; ,734,460 Segars; 627 Segar Boxes; 175 Fishing Nets; 1000 Willow Baskets, Ac. By reference to Statement V, exhibiting the gsiu and loss of the Manufacturing Department, it appears that the profits of the labor of the prisoner*, t'.>r the past year, was $2,169 .*>l, which is a decrease of profits as compared with the preceding period of SS.OS This decrease is accounted for satisfactorily, by the larger amount of goods on hand at the close of the year 1856 than at that of 1855, upon which the profits had not then been realized, and by the additional fact that the only class of prisoners whose labor is remunerative is the Convicts, of whom there were IS less in confinement than the preceding year ; but 60 more vagrants, whose support in Prison always costs more than they earn.
