LEMAN :—Your favor iii the 25th inst., is at band, and in reply say that the Grind stones we run with Wortz's wheel are from 5 to 6 feet high, 9 to 12 inches thick, weighing trout 3 to 5000 lbs. We formerly used an undershot wheel 12 feet wide and 14 feet high. Our head in an ordinary stage of the water is about 3 feet, 3 or 4 inches Sometimes much less than that. With the old wheel we run two grindstones In the same place we have now four of Wortz's wheels (3 36 and 1 40 inches,) running four grindstones and one trip hammer weighing about SO lbs. with less water and doing more work in the same time. In regard to the quality of the wheel for the purpose of grAding, it is far superior to any I have ever used or seen used, and for a low head I believe it is the best wheel in use—during the whole winter (which has been unusually cold, we have not been affected at all with the ice, and in high water at a ,stage which would stop the old wheel entirely, we now find no inconvenience from back water. In. conclusion your Committee would recommend the adoption of the following resolutions, to wit: Resolved, By the Select and Common Councils of the City of Lan-, caster, that a Tax of $9,448 60 be raised for the current .year, and that the same be assessed and levied on all property'made taxable for City purposes. Resolved, That the amount of Taxes as well as other receipts into the Treasury not otherwise appropriated be applied to the objet is and in the proportions stated in the foregoing report and no other, unless there should be a balance of appropriations unexpended, then it May be applied under the direction of the Committee of Finance and Accounts to reduce the City debt, or to such other objects as Councils may direct. CARPENTER, Clerk.• ,250 00 To the Select and Common Councils of the City of Lancaster The Water Committee in making their annual report, take pleasure, in stating, that however discouraging the condition of the NVorks may have been, for a considerable time during the past year. the present ar rangement of employing an Engineer and Machinist, presents a fair prospect, with the improvements hereinafter suggested, of furnishing an abundant and wholesome supply of water to the_citizens in future. The financial condition of the Water Works, Councils will observe, is very- encouraging, so much so, that before the expiration of .ten years, the receipts from Water Rents will pay the interest of the Water debt; including the necessary expenditures that will be required to ex tend the works in its different departments : and in that event the citi- - zens may be gradually relieved from a protection tax or a reduction oC.the Water Rents, as Councils may determine, and the City benom inally freed from a debt now amounting to $147,561 32 . 4-. Your Committee while they allude with pleasure to the financial prosperity of the Works, are of the opinion that some . thing is neces sary to be done without delay, to insure a:more : constant supply of water, as well as render its condition at certain seasons more palatable ; in view of this—they earnestly recommend to Councils, the construc tion of an additional Reservoir, the increasing demand makes it imper ative, and the duty of furnishing the citizens with pure and wholesome water,imposes upon councils a moral obligation no longer to.delay action. The present Reservoir is insufficient in capacity, the water is con sumed before it has time to precipitate and' at seasons when the water is impure in the Conestogo, this impurity IS a matter of general complaint by the citizens. A Reservoir of at least double the capacity of the present, would, .in the opinion of your Committee, afford ample time for tke impurities iu the water, to become precipitated before being used. They are satisfied of this fact, from the experience of former years—when the consupp tion was one half less than at the present time, and at that period the water at no season of the year was objectionable on account of its 2,503 5 2 50 10 00 52 50 18 00 33 00 37 00 21 62 ' Your Committee feel warranted in the opinion, that with an addi tional Reservoir of sufficient capacity, there could he no possible doubt about insuring a constant supply of water, at all times to the citizens. The condition of the Conestogo is such, that at least three fourths of. the year the pumps could be.employed.on an average of twelve hours per day, and during this portion of the year there could be no difficulty in filling and keeping full reservoirs of any capacity, and with a 'full supply of water therein during the: season of plenty, the supply could be continued dhring the dry season, by pumping one or two' hours per day, and under the lowest and most unfavorable condition of the Con estogo, at least four hours effective pumping can be made per day. Your Committee have appointed an Engineer and Machinist agreea bly to an ordinance passed on the 15th day ofTebruary 'last, and feel pleased in stating that they have already experienced the beneficial effects of such appointment, in so much that no leaks in the ascending main pipes have occurred since he has entered upori his duties, and that the renovation in the water house, with all other matter submitted to his charge, add to his credit and prove the efficiency of the person selected,—which in connection with the present experienced Superin tendent, induces us to anticipate a prosperous and successful Manage ment of the Water Works during the current year. 1,537 874 Your Committee, after having taken into consideration the probable expenses of the Water Works, propose the following appropriations, and submit the following statement: Interest on $147,561 321, the whole amount of the City debt for water purposes, including a proportionable amount of the special fund to pay interest, Salaries Miscellaneous expenses, Water Rent Collectors percentage at 4 per 0,A.14 'Receipts for the year 1849, we estimate follow- FOr Water Rent in the City For Water Rent from the State, City's share of income of.
