FOREIGN NEWS. Froth the New York Tribune ARRIVAL OF - THE HIBERNIA. Sr. Joan, Friday, 10 o'clock A. M. The Hibernia, Capt. Snot; with 43 through paesengers, arrived at Halifax about 5 o'clock last evening, bringing London papers to 'the evening of the 27th, and Liverpool of the 28th ult.—her day of sailing. She will probably arrive at her wharf in Boston absent 6 o'clock on Saturday morning. We are under great obligations to the gen tlemanly and very obliging officers of the Hi bernia for attentions to our Agent, who was wholly dependent on them for papers ' as from some oversight none were for sale at Halifax. The steamer Niagara was seen from on board the Hibernia one day out from Liver pool, and she probably arrived in port at an early hour on the 30th. The Boston packet-ship Winthrop arrived at ,Liverpool on the 25th, after a passage of 18 days. The day following the Ashburton and Gay Mannering arrived from New York, the former in 171 days. The Steamer brings specie to the amount of £83,000. Euglapd—Navigation Laws. The fate of the`Navigation Law is sealed. A majority of 61 has:keen obtained upon the third reading of the Bill in the House of Com. mons. Father Mathew Father Mathew willzpositively sail for New York in the Ashburton on the 22d gay. France—Roman Protest against the Italian ,5 Expedition. M. Frafield, the Envoy Extra of the Roman Republic, has presented a protest to the Gov ernment a,gainst the expedition to Civita Vec chia—he declared that his Government was willing to accept the mediation of France, arid the fact was made known to the French Gov ernment on the 12th. The only answer that he got was,' that Frace coold not negotiate with what did not exist—•that Rome so far as France was concern. ed, was the Pope; that France interposed in order to prevent a too violent revolution, and in order that the principal of separization (?) might be applied as largely as possible in the administration of the State. Proclamation about Italy. Just before the squadron got under way from Marseilles for Civita Vecchia, Gen. °all not issued a proclamation, in which he tells his troops that the Government being resolved to maintain in all quarters of the globe their old and legitimate influence, %Could not allow the destinies of the Italian people to be at the mercy of a foregin power, or of a party which is but a minority. It has cdhflned to our charge, said he, the French flag for us to un fold in the Roman territory, as a striking sym bol of our sympathies. Precautions against Cholera. The Government has appropriated five hundred thousand trances to guard against the spread of the Cholera. Progress of the Epidemic. During the last 6 months the Cholera has attacked 14 departments and fallen on 4,500 persons, 2,500 of whom have djed. In 1832 the Cholera raged in 70 departments and cost 18,000 inhabitants. Ciolera cases are decreasing in the Hospitals of Paris. The number of new cases reported from the 20th to the 23t1 inst. amount to 187. Austria—Financial Design. The Austrian Government has decided. to credit 200,000,000 florins Hungarian Treasury Bonds which are to be paid when they are subdued, ARRIVAL OF THE CANADA One week later from Furope. Wednesday, May 16. The Canada, Captain. Jucikins, with eighty two through passengers; arrived at Halifax on Monday evening, at half past six o'clock, mak ing, with two exceptions, the quickest passage out on record, and quicker from two to seven days than she ever performed the passage . before. Th 3 Canada brings Paris dates to the even ing of the 3d, and Liverpool to the afternoon of the 4th instant. The accounts from New York, by the Nia gara, of the flunctuation of exchanges, have tended materially to check the exportations of of specie. There is an improved demand in the Lon don market for American stocks, more pertic ularly in Pennsylvania 5 per cents. The stock is quoted at 77 a 79, which is the only stock mentioned in the London papers. The accounts of the Bank of France show an increase of specie to the extent of 6,000,- 000 francs. On the 3d inst., French five per cents realized 89f. 80c.; three per cents, 57f.; which is an advance from the proceeding day of 50c. on the fives and 65 on the threes. Official notice of the intervention of Russia in Hungary has been received at Paris. The war in Hungary, so far at least as Aus tria is concerned, is daily assuming a more serious aspect; the Austrians have been sig nally defeated and driven to the edge of ,Huti gary, if not out of the country altogether, their undoubted success has caused dismay to the seat of empire, and Vienna dreaded their triumphant approadh. Appearances are de cidedly against her. The disasters in Hun gary tend to modify to the tone of Austria in Piedmont—Radetzky has reduced his demands from two hundred and thirteen million francs to eighty millions, which is acceptable to Sar dinia, and a treaty of peace has accordingly been concluded. The King of Prussia has again quarrelled with his Parliament, and has definitely refus ed to accept the imperial crown of Germany. On the 26th, the second Chamber having pass ed some obnoxious resolutions against holding Berlin lon g er in a state of siege, was forthwith dissolved by royal ordinance. This gave great displeasure to the people of Berlin, and was the immediate cause of apopular commo tion which was for some time suppressed by the soldiers, but not until more blood had been shed. The war in Schleswig continues; and the promised peace seems still very far distant.— Four of the French war steamers returned to Toulon, from Civita Vechia, on the 28th, when preparations were immediately made to em bark another detachment of 5,000 infantry, two batteries of artillery and several squad rons of cavalry which it was expected would sail for Italy on the 2d inst. This movement might lead to the supposition that Gen. Oudi not expected resistance at Rome. However that may be, it is stated that Gen. Aryzana would not wait for reinforcements to march, a column of six thousand men having been al ready directed towards that city. The news of the arrival of fhe French has created a great sensation at Rome, where, it was said, Avozzana had got 20,000 men under arms, to meet them. Another report states that the Romans did not wait for the arrivals of the French troops, to rise against the tri umvirate. Marzim had, according to the state ment, fled, and the population. pronounced for Pius IX. The French comnia.udec proclaims a miss ion rather friendly than otherwise; and it is understood that the Pope will be.expelled, or compelled to grant not only an amnesty, but desirable reforms. Similar conditions will probably be imposed on the Grand Duke of Tuscany. At Paris, on the 3d inst , it was reported at the Bourse, and generally credited, that the government had received a tellegraphic de spatch, announcing the entry of the French into Rome, and th flight of the republican government. Also that the Tuscan troops had entered Leghorn. Continual disturbances continue to act pre judicially in England, upon most of her artic les of produce and manufactures. Accounts from Manchester are no better, the diminution of business arising from absence of foreign orders being the main feature of the reports. There has been a slight improvement in the Liverpool cotton market for American descrip tions. 'The Havre cotton market is a good deal de pressed, occasioned mainly by the large ship ments expected from the United States, an nounced by the Niagara. , Prices have receed ed about one penny. The trade of France is rapidly improving; the import duties of March have more than doubled, compared with the same month last year. The increase of exportsalso is equally apparent . At the Llnden corn exchange,. on Friday, there was scarcery any business'done. Float ing cargoes of Indian corn„ ori,the coast, found buyers at 32 a 335. per quarter. Good brands of flour was offered at 245., without attracting attention. ' A meeting, very numerously attended, has been held in London, to forma national league for restoring the principle of ;protection of national industry. It is supposed that the meeting . was got up for the purpose of fortify ing the Heise of Lords in the step. it now seems probable that branch .of the legislature will pursue, in throwing out the bill for the repeal of the navigation act. Should this bill be defeated in the House of Lords, it will, it is supposed, carry down with it all the prominent measures of the ministry and the ministry itself. Candian affairs have been, on several oc casions; incidentally noticed in Parliament, but the ministry have carefully avoided giving any information of the views or intentions of gov ernment in relation to the impending quarrel. ccording to the programme in Paris of the 4th May, and for which a grant of 200,600 francs has been made by the National Assem bly, a Te Deum by the National Assembly and the Constituted authorities, for which workmen are buisly making'preparations in the Place de la Concorde. On the same oc casion, the city of Paris will give a grand en tertainment to the President of the Republic. The breach between the President and his cousin, Napoleon Bonaparte, is now complete, as at the latter end of last week, immediately after the return of the latter from Madrid, a violent altercation took place between the cutisiriA, the r esn't of which would have been under ordinary circumstances an appeal to arms. The insult which occasioned this outburst was, after a great deal of recrimination, M. Napoleon Bonapart denounced the President as a bastard, and told him he was not only a kite's egg put into an eagle's nest, but that the whole of the Bonaparte family knew him to be so. ABOUT KISSING.—A young lady who was re buked by her mother lot kissing her intended, jus tified herself by quoting the passage: "Whatsoever ye would That men should do unto you, do ye even 0 so unto them."
