A volume en trade between the United States and Spanish America has just lx-cn Issued from the cevcrnment nrlntliiK office and it give considerable space te the discussion of an Intcr-centlncntal rail way. It may be that this pcheme Is at the bottom of the Congress of American ' nations seen te be brought down te busi ness after a magiilflcent free excursion all ever the land. In the volume re ferred te Minister Bacen writes from Uruguay that the project Is approved by distinguished engineers and geologists who have outlined live practicable routes, using reads new In operation as links of a great railroad sybtcm from Mexico te Buenes Ayres. Seuth American states are expected te umr antce Interest en the investment and also te grant large tracts of land. Of course Uncle Sam would be expected te de his share, and the great Central Pacific railroad fortunes might be rivaled by the mil lions te be made in a similar way through the building of a railroad te Seuth America. Mluistcr Bacen asks : "Why cannot this proposed Interna tional railway, one-third shorter than the Pacific read, be built at once In the same way and by the same means?" Here we havethc Ethiopian in the Pan- American weed pile. Premier Blaiue Is no doubt eager te repeat the Pacific rail road's history with ail Its opportunities for fortune making, but se fur as the United States may be concerned he will find the people wide awake. By alt means let us have steel rails and tele graph wire from end te end of the two continents, but by no means is it nccccs Muy te repeat the Pacitlc railroad swindles' in order te achieve tills. When the Tan-American Congress finally gets te work this scheme nuty Ikj expected te claim attention very seen, and will give the sessions of the body greater Importance than had seemed possible In view of the discouragement of commerce by our unreformed war , tariff. There has ltceu something grotesque about the entertainment of these delegates by an administration avowedly hostile te the admission of the products of their countries, but the grand railroad scheme may explain It all. We hall sec. Adtlce te a Congressman. Congressman Darlington, whose son-in-law, Judge Butler, has len defeated by a narrow majority for election te the judgeship te which Governer Beaver appointed him, is disinclined te submit te the result and thinks that he has found cause te set the election aside in the fact that several election districts voted In the borough of Oxford, Instead of having their polling place within their own limits. This is an ancient and perfectly proper performance, the lawfulness of which Is new dV. lied upon the ground that the constitution requires the voter te reside In the elec tion district where he shall eiler te Vete ; and the suggestion made Is that 3ehona-A'eter vekb in a place outside the boundaries of the election district in which he lives, he does net vote in tliu election district in which he resides. It is a criticism which magnlllcs the shadow and overlooks the substance, and very clearly is net founded lu a f;;ffii- sensible reading of the constitution, whose requirement obviously H that the voters of an election district shall vote together and that residence in the dis trict shall require the vote te be cast lu the district wherever the district vote is cast ; which may be outside or inside the geographical boundaries of the dis trict, nothing being specifically stated in the law as te the location of the poll ing place. There Is hardly room te doubt that this is a fair construction of the law; and certainly no room te deny that a candidate who has failed te object te a polling place outside the election dis trict, until after the election is ever and he is defeated, is net in condition fe ob ject then with grace or force. Congress man Darlington's auger at the fucs in his own party who united with the Democrats te defeat his f-eii-Iii-law, has run away with his dis cretion. They were gunning for him, it is true, and net for his son-in-law ; and they brought down their game. If Congressman Darlington was wise lie. would see that his U-st policy would e te go into hospital for a while, te re pair bis wounds, aud await another op portunity te get even with his enemies. He declares that he will net be a hitch ing poet te be kicked by his enemies ; yy and it Is certainly well net te be a pest fjV and net te be kicked ; but Congressman uaruugwn wm ixj a goeu tieai serer than he is new after he get through fighting the plain fuel that he has been floored j he would fare better if he picked himself up and saved his fists for another fight. k Feature of the RcmiM. With a Democratic apjiortleu. eVMMit, a like twist may be given te the Republican neck ; and it Is net safe it My that retaliation will net be made. It is very hard te gt the par tisan te take only fair advantage of his power, and particularly when his op ponent has clearly taken everything that he could get when he mas en top. Geed government will prevail only when such unjust partisanship Is quenched ; but It may net ceme In time te enable the Republicans or Ohie te escape chastisement for the advantage they have taken of the Democrats when they held the power of the stale ; and the probability Is that the Republican del egations from Ohie in the national Con gress will for some years hereafter be small ; and that the stealing of MeutacA will net help the parly te n permanent majority. When They 1-eie a Democrat. Our Republican Pennsylvania con gressmen seem te have a disposition Just new te get into trouble at home. Con gressman Rife, of the Dauphin, J.ba J.ba nen and Perry district, we note, has fallen out with his Hepubllcnn fellow fellew cttizcas of Mlddlctewn, and formed an alliance with the Democrats by which a Democrat was elected te the borough council from the congressman's ward. Congressman Darlington, who thinks a Democratic alllauce which slaughters his son-in-law te be se unholy a thing, should confer with Congressman Rife, who finds iv Dcmocrntle alllauce that premises mtppert te his undertaking te be a very lovely thing. Probably the congressmen will find that they de net after all differ very much en the abstract subject of electing Democrats te etllcc, the difference com ing In only when such alliance hurts. We deeply regret te have te suspect that u Republican congressman may le moved by any ether than patriotic motives In his course ; but we de believe that Con gressman Darlington would be as amia ble as Congressman Rife towards a Dem ocratic alllauce that would make his son-in-law a judge. This little affair of Congressman Rife Is very expressive indeed of the average tcmicr of the Republican politicians' stateefmlud toward aD?mecrat. Mr.ltlfc Ii a resident of Mlddlctewn'svlclnity, and owns a let of land around that enterpris ing town; which has even get se far as te talk about sinking nil artesian well for gas, or oil, or such. Congress man Hlfe proposes te lay out an extension of Mlddlctewn en his laud, and an ordinance Is pending before councils which a geed many citi zens favor and some opiese as Increasing taxation. It is for the town's benefit and incidentally for Congressman Rife's ; or for Rife's, and incidentally for the town's ; Just ns you will have It. Pease, theRepubllcan candidate forceuncll, held that It was simply for Rife's benefit, and declared he was fernlnst It ; where upon Rlfe rolled up his sleeves for the Democratic candidate, Ainitier, wne was thereupon elected by a handsome ma jority. And Rlfe's addition flourishes ; lis streets will be laid out and graded and built upon when that gush of gas comes that Mlddlctewn Hays she Is going dqwn te leek for; but Is making rather a peer stagger at collecting the needed geld for the undertaking. Meanwhile Lancaster is 2,000 feet ahead of her in the race for the centre of the earth; that being the present depth of the Penn Iren company's well, which the citizens have net been asked te subscribe te but which Is steadily seeking China, and making no fuss about it. i w Ip the Kentucky colonels who Imve just killed each otlier had been leading Demo cratic eUtlcinns, hew eaustlc would linve been the remarks of the oxtremo Republi can press of the North, if ene of tbeiu had liecn n rtepublleiiu and the ethor a Demo crat, hew promptly the latter would Imve been niade responsible for tlie nhole quar rel. It Is cheering te learn that Mr. White house, tlie American charge d'adutresin Moxlce, Is at work, lle has just climbed tlie famous ex I i net volcano efiztacclilliuiill, and the reader who successfully climbs ever that name can appreciate tlie difll cultlcs of the undertaking. A volcano with a liauie like that has a right te eccen tricity, and though In a very het country and about en a parallel with the African Sahara and Bombay, India, the top of this unpronounceable mountain Is plated with -U.-H- Mr. Whitcliouseuud his companion, the German minister, had te cut two thousand steps in the lee te icach the lop. If they had both tumbled In the huge crater it would have been very sad, but the Interests of tlieir several nations would hardly have suffered, us In these days el the telegraph the foreign minister Is nioie ornamental than useful. It Is better te climb Ico-erewned volcanoes than te dilnk " pulque'' and quite pleasing te learn that our diplomatist Is se harmlessly employed. This country is striving te show pur fellow Americans the greatness of .its industrial, ag ricultural, and mineral re sources. Doubtless our visit ors' eyes are strained with gazing at our bigness, and their ears deafened a little by the loud scream of the American Eagle. But they are teaching us that America is bigger than these United States, and that the na tions te the south are, as Americans, our equals. There fore this American unity is something te be pleased with, and out of it we may hope will grew comity, fraternity and commerce. It rests upon Philadelphia te crown the tour with happy ex periences for our Natien's guests. We accept our share of the responsibility. We have ideas te illustrate, things te show.
