Kansas City dhipnteh te N. Y. licrald. A few daya age I sent you a short seven line dispatch stating tbat an Indiana man had brought ault In tbe Uulted States court against tbe oem mlaslnners of Harper oeu a ly, Kan., te recover f.ie.000 and interest en bends Issued In 1873, payment having heeu refused en tbegtcmuu tbat tbe bends woie fraudulent. There was probably net a white msn In Harper oeunty In the beginning et 1873 Seme time In the aprlng or summer of that year three or four men found their way ever tbe uninhabited prairie and built a low, one room hut out of limber brought With them, very close te the oentre et the county, Tbny were probably the only white men within forty miles or mere. Probably tbev taught an oeaaalonal glimpse et bnflsle. The white benea of the.e one time prairie monarchs were plentiful, and tbe three or four men who built their hut en Bum creek made a profitable use of theae benea. They populated the county with them. Audaoleua aa it wa, they literally peopled the oeuuty with skulls. They made a legal tntinlelpalltv With all the nlltnlale anil requisite formalities, and bad tbe auditor of elate deelare It well done. They gathered three or four hundred butlale skulls, set them up In a row and gave te each a namn front an old Cincinnati dlreoiery which they brought out for the purpose. All these skulls beesme clttzsns of this new oeunty, sad tbey all voted te make the new and enterpritlng town et one hut, four men and a Clnelnnatl directory the county aeat Thla done, tbe necessary ofileeia were chosen In due form and then auether oleo eleo olee tlon was called. This was te vote en the queatlen of bending the county for In ternal Improvements. Tne skulls were all in favor of tbe bends and tbe records show tbat tbe bending preposition waa cartled by a large majority, This done, tbe lutir creators of counties at onee had bends printed In the proper form and signed by the proper officers, seme of whom, It Is la be presumed, were Clnelnnatl dlrretnry named buffalo skulls. The Indersement of the auditor of the atate was eeeurd and Ibe bends were aetusllv sold in the K.eL It la these bends, or a part of them, which tbe oeunty new refuses te rav. One such audaoleus Jab was net enough for these pioneers. As seen as the benda of Harper oeunty were Issued they moved en te Comanebe eiunty, leaving tbe buf falo akulla In supreme control in Harper, Benda were afterward Issued In two ether counties In the same manner. It Is questionable whether the courts will austsln Hsrper oeunty's refusil te pay the bends. In a oase ssaiewhat similar te thla tried in Kausas the court decided that it oeuld net go behind tbe slgnsture et the auditor of atate te discover whether or net oeunty bends are Itaudulent Aoeordlng te this deolslen, if tbe auditor's slgnature be preved correot, the benda must be paid.
