But the vials of his wrath are reserved for Senater Quay, who, he insists, frit. tend away the power of Pennsylvania in carrying the majority of the delegation te the support of Senater Sherman. This is, of course, a purely Republican quarrel with which the Intelligencer la net directly concerned. Yet there are some elements which have a general pub lic interest regardless of politics or par ties. Mr. Smith's grievance in this case Is easy te discover. When Senater Quay was making up his slate for the Chicago convention Charles Emery Smith early sought te get himself written down upon it as a delegate-at-large. Whatever may have been the real facts of the case Mr. Smith thought he had succeeded in making his own path straight. But Quay is neither ignorant nor unob servant as a manager. lie has studied Mr. Smith's carreer te some purpose and when the convention came he concluded in the eloquent language of Colonel Elliett F. Sbepard, of New Yerk, that he could net "take en" such a lead. Se the latter, after being summoned te the Harrisburg convention te witness what he expected would be political success, was quietly decapitated. But like many ether dead men he thought himself still alive and began te wriggle about like a worm in order te prove it. This was the genesis of the Fitler boom, that delightful little plaything which made the Philadelphia delegation te the Chicago convention the amnsement of the country. And it ex plains the wrath of Mr. Smith new, when ai editor of the Press, he lashes Senater Quay te gratify his own fury. If Senater Quay ever offered or premised te push the fortunes of Mr. Smith he was no doubt led te withdraw and save him self in time by studying two or three episodes in his political carcer. lie then found that that Mr. Smith bad been the servant of the late Mr. Cenkllng, his political creator, while a citizen of the state of New Yerk; and that he had be trayed him in brutal fashion after his removal te Pennsylvania, where he be came the fast friend of Blaine te whose fortunes be has remained apparently true. He has been bis political bootblack ever since probably because the wagtsef this sort of service have never been reduced and have been paid with regularity. Senater Quay's support of Sherman was equally for valuable consideration. "Mr. Smith truly says that there was no Bepublican sentiment In Pennsylvania demanding Sherman. Sherman was a Bepublican of long and distinguished ser . vice. A devoted adherent of the monop olies festered by the party, and a faithful supporter of its many villainies. He meant mere te the party and the country than any ether man, and last, but net least, his candidacy was a club with which te kill Blaine ; a little faet which Mr. Smith has net mentioned, though be has certainly net forgotten it. And Pennsylvania sentiment was clearly for Blaine, for whom Quay was net. There never was, indeed, a clearer -illustration of political purchase and sale thun the delivery by Quay of the Penn sylvania delegation te Sherman; and the gun that Editor Smith raises is heavily leaded for bear by Quay's conduct aud by its failure ; especially the failure. The Republican party seems te tolerate an unlimited amount of evil conduct in its leaders ; and failure is about the only crime they can commit. Quay's failure was com plete ; and It la Interesting te note that brother Smith proposes te execute him for it. The cocks are udeld , and though their proportions are net the same, we must remember that there is often a pre vailing amount of game and spryness in the little chicken.
