The new waterworks are being built, nt large ex pense, for the supposed purpose of sup plying pure water te the city, The loca tion has been changed se as te take the . tupply from the (Jonestega beyond the influx of tbe city drainage. Se far as we knew, this is the only reason for the change. The present water works sup ply water as abundantly and cheaply as the new structure ; and rnore cheaply when the water power is used. Thereis no reason for the change except te sup ply purer water. Uut hew much purer It will be is shown by the present mud which comes te us from far up the Conestoga valley. "We have had no rain fall in the vicinity of the city during this month, and it Is clear that the mud borne te us in the water is far away mud, and that the theory that water purifies itself in three or four miles of a stream's Hew, is net correct se far at least as mud is concerned; and ene would think that mud would settle te the bottom as quickly as any impurity. It has been astonishing te nole the thick ness of the hydrant water supply en this occasion, knowing the tllstance of the flood that made it se. It is demonstrated that the removal of the pumping station above the city Bewerage limit will net aufllce te give us pure water, bocause the drainage of the wliole Conestoga valley contaminates it. It is clear that the prosent expend! ture for new water works is felly If it Is net accompanied by ome plan te pump clean water into the reservoirs. The old reliance used te be en these as fettling basins ; but they nre far tee small for their work and the stand-pipe supply has rendered thorn largely useless in this re gard. If we had Eiilllclent reservoir capacity for settling purposes, we would have clear water; but we have net and cannot have it at a reasonable cost. Furthermore .there is no sense in pump ing mud Inte reservoirs. The settling should be done before the pumping. It te cheaper te have reservoirs at the pump ing station than in the city, and that is where they should be made if they are needed te supply clear water te the pumps. There are patent filtering arrangements which are supposed te de nway with the need of reservoirs as settling basins, and it may be that sorae system cheaper than reservoirs and ase!Tectlve,can be adopted. Hut it is clear that seme nrrangment must lie made te clear the Conostega water. It is scandalous and absurd that it should be served te us as it is en the occasion of every heay rainfall anywhere along the course of the stream. It is a fraud npen the water buyers, te give them mud whan they buy water. The city au thorities may be Indicted for such con duct if it appears that proper measures would enable them te redeem their con tract te supply potable water te the citi zens. It will then be gross negligence of duty at the least, nnd may veij well be interpreted as even fraudulent conduct. Self-respecting officials ought te have moie regard for their geed names than te supply bad water te the water takers when geed may be had. A L'nlloen. A bill has just been favorably recom mended te the Heuse from committee which appropriates e 160,000 te enable Mr. A. de Uausset te build an air ship. This ship Is te be a tube of steel of sutllclent strength te stand the atmospheric pres sure after all the air has been pumped out of it when It, will rise with greater lifting power than a hydrogen gas balloon. K it can be made strong enough te stand the pressure, the air ship will; hi a sue cess, but that "it" is a very serious word.
