Hf Seett, upon the production of steel nt the &' ""Edkar Thomsen works, that we have al- irii ready noted. Mr. Dalzell is a Hcpubll. W'J ah. and Dermitted himself te show an fer at Mr. Scott's mistakes. He would have been mere impressive it he had taken them mere geed naturedly, and as they have been taken by the newspapers 1st ana people et riiuuurg. mt. bceivs errettr were be manifest, that l'itts burg iron manufacturers seem te have laughed ever them and te have thought that they corrected themselves ; M they did among people who had knowl edge of the subject, liut the great mass et people outside iron manufacturing clr elaa de net have this knowledge, and Were ready te accept Mr. Sjettns author ity. Doubtless Mr. Dalzell found this v'itateet ignorance in Congress, and that Mr. Scott's ugures produced nn Imprcs- lien te which tbey were net entitled ; and he therefore was net inn state of Bind te laugh ever them, v But after awhile, when the subject Li fully ventilated and the peeple net the hang et it, they will see that Mr. Scott has net been correct, but has displayed Ignorance when he assumed te be, and ought te have been, well posted, lie did aet even knew that the Edgar Thomsen works, whose great profit in the manufac ture of Iren beams he gave figures te r'ifcew, de net make iron beams. We bad never heard that anything was made there but steel rills, but we did net suppose that Mr. Scott would state that beams were made, without knowing the fact, and we concluded that it mast Itave been an industry taken up that had escaped our knowledge. We object very much te accepting as teshers theso whom we find de net knew that which they undertake le teach. We shall hereafter object te be lag instructed about the iron and steel industries of Pennsylvania by the Hen. Wm. L. Scott. lie does net knew enough about them, evidently, te take that place. We had thought he knew mere ; and that it there was anything upon which he was an expert, it was the industrial condition of the state, Mr. Scott has been a very successful man, and from an humble commencement has compassed the pos session of very great wealth and has arisen te high position in the country aud in the councils of the Democratic party. He is a very restless man, and he is very liberal xtO causes with which he sympathize?. The Democratic party ha3 always relied upon him confidently and he lias net failed it. Under the present Democratic administration he has become especially premlnent, hls wealth, activity, tariff sentiment and supposed sagacity - recommending hlru te the president's confidence. Hut whlle there are places 'in the party councils and administration which Mr. Scott's talents qualify him te fill "acceptably, bis late speech upon the tariff domenstrato3 very clearly that his line of usefulness 18 net that of the orator, sta tistician or nrgument provider ; and suggests the suspicion that his best rele is aet that of statesmanship. This is te be regretted in view et Mr. Scott's pre- ijiv. jpsed prominence in the coming national convention or tue parly. Mr. Sjett is certainly net equlppjd te be the leader of the Pennsylvania Damecra cy. Drunkards as I.uimtlcs. The Maryland legislature at Its recent session passed a law that whenever, by petition under oath, nnv nersnn nhnii im p alleged te be a drunkard, incapaJAr of j taking care of himself or hereplf drills nr ZZZmZZL T iV At "".'eurt shall have ,js-rT-4 j-rr w,,,;t:ijun, en bucu preiiui-- nary examination or innulrv as it, mav think proper te make ex-parle, te issue a warrant te the sheriff of the , county or city, respectively, te arrest and .bring the person se charged before such court, which shall cause a jury of geed and lawful men te be summoned by the sheriff, te inquire, in the presence of such person, whether he or she is au habitual drunkard, incapable of taking care of himself or herself. ' The Struggle Fer Supremacy. Gel many, Fiance and Austria are in a chronic state of fright ever their mili tary condition and England has thor oughly taken the disease, while Itussia is proof against it only because she has long been suffering from a milder form of the same malady complicated with dan ger of revolution. The enormous ex pense of her military establishment has become a heavy burden for which the Russians have fallen into the habit of blaming England, and they are said te hate her with a cordiality that the Eng lish hardly realize. The rumor is that Just at present Russians are rejoicing ever what they believe te be an evidence of the decline of England's power ; the attempt and failure et the queen te marry Alexander of Dulgaiia te the daughter of the German emperor. Tbey persist in regarding this as a purely diplomatic in trigue en the part of England te fester enmity between Russia and Germany. They held that Germany and Russia are pledged te work together and that their evident destiny is te dominate respec tively Europe and Asia. They leek for ward te the cpeedy rise of the United States te the place new held by England In commerce and diplomacy, and held that as seen as we begin te fill our mani fest destiny as the heirs of Great Britain's ocean dominion, that power will vanish from the field, and Russia will be free te conquer the Turks and extend her do minion as far as Bhe cheeses. This they consider the sure end et the Ilritlsh power, but they nre eager te hasten it if opportunity affords, for England has steadily opposed and thwarted their efforts te secure Constantinople, and they think that their presperily depends upon securing that city as an inlet for their commerco thatistebe. They bo be bo lleve that their thinly settled but vast territory Is fitted by nature te bccemB great in agriculture, and only needs an outlet en the Mediterranean and a better railway system.
