The real estate tax is a very unjust one as it is srried, net only because of the Inequality of appraisement but because no account is of the indebtedness upon it. The real estate valuation for taxation should be made, less at least the liens upon it. Then these liens should be taxed, and ether inturestbearing moneys. Salaries ever a certain amount should bear their share cf the burthen. Corporations should be taxed for the privileges they enjoy. Taxes upon capital are the most easily raised from this source and are the lightest .burthen. Licenses are another geed source of public revenue. It may be that when the commission 'te rariae the tax law assembles it may con cen con elede that it has little te de but te sim plify our present laws and moderately amend them. It would net be wise te at tempt radical changes. The modifications should be made cautiously and gradually.
