'' ' happens that the clerks record, and gener ally In the closing hours of the session, the constitutional number of 101 votes, as a majority of the Heuse, in favor of a meas ure, when there are net that many votes cast for It, or possibly when there are net even that many present. He does net pointedly say that this is maliciously and knowingly done, and leaves it open te con jecture that the clerks are deceived by falsely called votes of absent members. But it is most Improbable that the officers of the Heuse should be thus habitually de ceived, and the fair presumption is that they abuse the power with which they are clothed and maliciously de its voting for the Heuse. Mr. Wherry declares that some of the most important bills of the session were thus passed in the closing hours, and that the registry of the bills for passage had been purposely arranged se as te bring these doubtful measures up for Anal action lathe last moments of the session, when the Heuse would be empty and inattentive, and free scope would be given te the legislation-making power et the officers. These are very serious charges, and that they are true we are well prepared te be lieve by our general knowledge of the mode et doing things in the legislative halls. We an glad that they are te receive full expo sure, and that Mr. Wherry has fertiued himself for the work by the careful notes tikenbyhlmet cases of abuse that will illustrate and enforce his narrative. It Will be one of great interest te the people, and one that will be apt te arouse their high indignation and decided action. Mr. Wherry la a Democrat, und doubtless expects, as he has reason te de, that his ex- posure of the practices of a Republican legislature will aid his party te overthrew its opponent; of which he seems te be hopeful, despite the almost unbroken record of disaster te the Democratic party in Pennsylvania.
