The president has settled, in an excellent Wy, the long wrangle ever the K.istern Pennsylvania tnarshalship, by appointing Andrew II. Dill te the place. Xe better election could have been made. Mr. Dill has long been a prominent figure in Demo cratic politics in ttie state and Wars a cleitn reputation, lie is a man of very deckled ability and would adorn a mere important place than that of marshal. It is somewhat of a surprise that he is willing te accept It; but in the country district in which he lives, Ave thousand delhrs a year are net easily picked up in the prac tice of the law; and doubtless he feels, tee, as though he would like te move among mere stirring scenes. Mr. Dill was once the Democratic candidate for governor and would have made a very geed one. lie lives outside the Eastern district, and his selection, while a decided compliment te himself, is a severe reflection upon the dis agreeing Democratic leaders of the Last, who have net been able te unite in pre senting te the president a suitable candi date for the place. They have thrown upon him the responsibility of mak ing a selection himself, and he has very justifiably determined te take the best man he could get wherever he could find him; and he might have gene out of the state entirely if he had net suited him self in it. Of course there are many men in the Eastern district who would have made geed marshals, but the president did net personally meet any one who filled the bill of requirements be well as Mr. Dill, lie iiasbeenwalUng for an agreement among the leaders and has said that he could net be expected te make fiiTappeintment se long as UerMd's,iirrpf(t -iit .i,P,; i, ,,,, Cress a man who satisfied hi own judg ment, he was ready te act, and has done se ery acceptably. llr. Josephs, who has long steed in the front as lir. ItaiidaU'a candidate, never had a chancu of appointment, because his reputation was net clean enough. He has been tee ebtuse te see the situation as it stoedv and has persistently clung te his candidacy. He is a man with some geed points, and a s reug capacity for making friends. His failing is a natural moral obliquity and inability te see the beauty and utility of rectitude in political affairs. Tunis!! (be (iiiilly. The highest point in primary election corruption in this county has been readied in the iniquitous conduct of the election officers of the Sixth ward, this city. That beard consisted of Eph. Sbaub, judge ; J. W. Rrewn and Walter Samson, inspect ors, D. E. Ritner andEraukCalder, clerks. The act of June2'J, 1SS1, requires that before entering upon the discharge of their duties, the election officers shall severally take and subscribe te an oath or affirma tion in the presence of each ether, te im partially and faitlif ully perform the duties of their placesin accordance with the laws of the state and the regulations of their party. As partjegulatlens must net con flict with state enactments, this practically means that the laws of the commonwealth concerning elections must be strictly ob served. The penalty for acting as an elec tion officer without being sworn, is net te exceed two hundred dollars. It is alleged against the election beard in the Sixth ward that they were net se sworn as required. This is susceptible of easyproer, and in comparison with the ether offense charged is of miner Importance. That ether offense alleged Is fraud in the discharge of duty, the pun ishment for which may be found in the following from the act of June l-9, lSsl : If ny Judge, inspector, clerk or ether nil) cer of a iirluiary election as aforesaid. hn prrauuie te net in such capacity before the laaiug auu Huunauuiug te iue oath or aillruia- uuu rtijuireu ay una act, ne anal! en convic tion be lined net excee ing twehundred dot. One hundred and twelve citizens of the ?$ Wth ward have solemnly made all! la vit sr ere a notary puwie that at the primary weuuu en Saturday tuey voted for Jehn W. Mentzer fox prothenotary. The elec tion officers declare by their sworn state ment that only flfty.ene votes for Mentzer were offered. Here is a wide discrepancy. Either seventy-one citizens have solemnly testified te a lie, or the election beard am V guilty of " making false returns." ''C It is a grave problem that new confronts 1 the Republican party of this county. Cor Cer Cor 'reftieB ia Its most malignant form has f fraea discovered, and among these of I'Mte feed repute as citizens. The Re- taMrfrfNtarajaigw, after U of Uw aOdarit. allMtnc fnrad. haw deckled te oeuat the rote as arlglnalljr presented and te take no ac- canst of the worn statements of reputable Republicans as te their vote. And this wa done after the committee of investigation, appointed by the beard, had reported that Mentzer had received sevcnty.ene mere votes than'he was given en the return. The committee found this in the evidence of these who cast their votes for him. They did net report who these votes had been given te, but they were certainly maliciously taken from Ment?er by election officers friendly te Hartman. The return judges did net desire te se declare, an accom modation evidently having been had between the adherents of Mentzer and Hartman, and a determination reached te cover up the fraud ; it is te be seen whether it can thus be buried. Fer this gross outrage upon the right of suffrage has grown beyond the Republican party and has become the concern of the whole people. If the voices of seventy-eue citizens may be stilled nt a primary elec elec tien nnd no one suffer, what must the har vest be for the future V The crop of future demoralization that is bound te grew from this planting is something appalling te consider. The Republican party ewes it te the fair fame of the county of its abiding place te purge itself of the vile charge that has been made against its trusted agents, whose of fense it has adopted by maintaining silence regarding it. If there is net enough moral stamina in the " grand old party" for this work, let net the Republican Anti-Corruption association falter in the task. As its president, Jehn II. Landis, sail in his address te the Republican voters of Lan caster ceunty: "The Republican party cannot afford te allow its nominees te 1 named by such methods any longer." If the Republic in party submits quietly te tills outrage, it deserves te be spurned by all decent citizens. Ter its own credit and for the credit of the people of the county, it is bound te see that the guilty shall suffer. Skxateh I'i.att, of the Senate committee appointed te investigate Indian tradershipa, has been talking bout the work et the com mlllee. lie says that they wero reluctantly compelled te content themselves with the examination of a few sample cases, but they aeem te have been careful te select apeclmacs agreeable te thelr political prejudices. They found that certain traders, who had been re moved from cilice solely because they were Republicans, had thereby been forced into bankruptcy, and friends of people new high in authority had taken their places. The Indians recelve annuities and lease money and are periodically In funds ler a few days at a time. At all ether seasons they are the debtors of the traders, who usually have one half or three-quarters of their investments outstanding. The Indians pjy their debts promptly enough te traders who remain in business atid who can continue te trust them, but one whose doers are closed or who, as iu teaie case?, is peremptorily ordered away Irem the territory,! sa no chance of recovering inore than a traction of hla dues." This U a deplorable state of things, but It decn net ieHplre great respect for the bual nea foresight and capacity of a trader who, though he bad beeu running a monepoy business for many years, could be wrecked by an occurrence which alter all was only In me nnoei wniu might nave been expected. The men who replace these ruined agents de net seem te be troubled by a fear of llke ate and the natural Inference Is that It was readily avoidable. Senater Piatt asks tee much If he demands sympathy for the -Indian trader, for the shoulders of that individual must bear the repenslbIllty for many et our Indian wars. Ile furnished the rllle, powder and whlaky, and Is accused en Btreng evidence of doing all in his lower te keep the Indians In as birbareus a utate s possible in order that he mlKht retain monopoly of their custom. A few rare pe:lmens of honest and worthy Indian asents may exist, but that this com mittee did net fall upon them, Is evident from the senater's description of the single axency which they visited. Stranirelv euouxhhesajstbey were astonished te tlnd Iho Kaw reservation of 120,000 acres of splendid land held in a state et nature by IDT luuiviuuaip, uescrjueu as worthless beggars.
