Judge Reed Is acknowledged en all Bides te be a very lit man te be n judge ; but the peculiarity of his selection Is that it is that e a Republican made by a Demo cratic governor, te fill a vacancy caused by the death of a Democratic jude. We nre net disposed te censuie the gov ernor for his failure te appoint a Democrat te this place, although we think that if we bad been invested with th power, we would net have done as he has done If we could have found an rquilly fit Democrat at the Philadelphia liar te fill the judicial vacincy. We would have felt that se long as party nominations nre made for the Judicial eflice, and while the number of Republican judges upon the Philadelphia beftcli te greatly exceeds the number of the Democrats, it would be doing but justice te our party te have ap pointed a Democrat te Oil a Democrats place, IVe are net willing te censure the governor or doing otherwise, because he has done the one essential thing in appointing n man who is very tit te be a judge. His political views are of very subordinate importance ; a man fit te be judge will net be a partisan en the bench. It is a matter of sentiment and prejudice te be solicitous about a judge's politics after his fitness Is conceded; judicial fitness being wholly incompatible with partisan action in the administration of the eillce. Te l.e Ot te be a judge a mau needs, far mere than a kuowledqe of the law, such clearness of vision and impar tiality of mind as will unvaryingly lead him te see the right and decide for it. Then we have in him a judge in the jutice of whose decisions net only every party but every condition of man can confidently rest Such should nil judges be , such all Judges are net. There are men at nearly every bar who would ceme very close te filling the ideal requirements of the perfect Judge, but they nre net often chosen te the place. Their ramie of appointing judge is net conducive te their selection for their fit ness. They generally are net politicians. Rarely are they of that order of politicians tint impresses Itself upon the convention. The acumen and knowledge needed for sjlectiug the attest man for Judge abides net in the convention ; nor the inclination even te find him, when the buttonholing candidate is around, with his empty brain and its beaming smile te captivate the delegate. When fortune favors the people a geed judge is nominated ; but the cards are generally stocked against them. Thus it is with very great pleasure that we see a judge selected for hU ntnes3 ; and when the Democratic governor of Penn sylvania selects a fit Republican for a Democratic Judge's place he gives the strongest testimony that his search has been nlene for fitness. We wholly discredit the report which our neighber.the Examiner, gives, that the appointment of Judge Heed Is the consideration of a bar gain for the Republican votes that elected Judge Gorden. The governor has probably been anxious te put a man en the bench who could be elected by the people, and has thought that he would be doing a bitter service te the state by appointing a fit Republican judgo.whe would compel the nomination of the majority party, than by naming a Democrat whose party nomina tion would be unavailing te elect him. And if it be conceded that a Democratic Judge would net have been kept en the bench by the peeple at the next election, this would alone justify the governor U his party ; and whatever else his action has testified te, it shows te the people a far mere maguanlmeus act than lias ever been charged against a Repub lican goAerner.
