The president has suspended a United ?i States district attorney In Pennslv-auia '.Vad one in Missouri, a Itemibllcan and a Demecratjbecause of their active champion ?& ship of the cause of their party. The bal- f parties in this cut emphasizes the position I takes bv the president that such champion- frtf ship Is contrary te the policy w hicli he con- ;jvcelvesit te be hi3 duty te enforce. He it would Impose upon thogevernmentservants t abstention from active political service. sY In this we conceive that he is wholly !; wrong. We de net knew anything in the Uf law of geed government which de- r-y, prives the sen'ants of the people f of the right te form, te held and te defend, with all their energy, and with Such of their time as may be , their own, their political opinions. We ' conceive that it is doing an injustice te the i people te emasculate their servants in any ' degree ; and that they are se emasculated in being deprived of the right of the citizen te proclaim and defend his opinions. The public has a claim upon its servants for a zealous attention te their duties ; it requires from them their entire energy during the hours of their duty. But when they nre off duty and when their work is done they are as free as any ether citizen and as much in command of their voice, their energies and their time. The president does net challenge the right and the duty of the officeholder te have and maintain political opinions; ha does net deny him the right of their ex pression; but he draws a line somewhere between the right te talk and the right te talk much, between the right te labor for the party and the right te labor much. Tlusisas weundei stand his position, and in this we consider it indefensible. The eQkcliuldei must be free. He must be in a position te command all his self respect. He must be nobody's servant save in the line of the discharge of his duties; as a citizen he must have no master. We want the very best men we have in the charge of our important offices. Our district attorneys must be from ths best They must net be taken from a class that is willing te be tongue-tied as te politics te earn their emolument as attorneys. It is contrary te public policy te make political eunuchs of,the guardians of the public wel fare. Doubtless the president will say amen te this, but conceives that the dismissal of United States attorneys for political activity is only putting the ubllc servant nnder a proper bondage te the public service ; or else, hateer his own views, considers this te be the view of the civil service reform law, arid acts upon the principle that the quickest way te dispene of a bad law is te strictly enforce it. We de net claim te knew all that the civil service law calls for . se far as it prescribes a nen-partisau selection fui non-political offices we conceive it te be founded in geed reason, since it is net fairly disputable that tins country has ..suffered greatly from the constant head y't)ver heels struggle for miner pests in the civil service. It has come te a pass w here 'it needs te be corrected, and we are entirely t -.., III. .1. .!-. xl - vV iu iKtuiu nun nit; cuuug, euuria 01 no i president in this direction. Hut when he ft'geUi his offices filled with men who de their K& ft'.liltv cn rnnf tliam in lin fnui g In has been the political habit in this country not'enly te let, but te require, the public seivant te act and te talk m behalf of his party, especial care bong taken that this is the party in power , lack of devo tion te it being sure cause of lemeval. An .improvement upon this jelicy might be te leave the public servant in his office while he discharges its duty efficiently and freely maintains his opinions. It is net an im provement upon it te let the tenure of his office depend upon his silence. Churchill's Latest Mete. Xeid Randelph Cliurcliill made a speech at a cenference of his party which will cause much comment among friends and fees, though it seems te be made up of glit tering generalities. He said that the gev ernment would fellow Lord Beacensfield'a Eastern policy, but qualified the pledge by aiding as closely as changed conditions would allow. As the greater weakness of England is one of these many changed con ditions, this declaration may mean that the government will brook anything from k uia snen. or occupation et uenstanti- ; f nepie. ne gave a cheerful account of af- lairsrn ireiana, praised the landlords for ,' tbelr clemency and the tenants for their :' co-operation te restore order; rejoiced that TArnen's prophecy of the wholesale. I settled for several generations, it is pleas- ; ant te hear a mau talk ee cheerfully in the face of discouraging facts, but Churchill ' aud his hearers must have found even this r flew of words insufllclent te drown the "thought that what geed order there is In ' ' Ireland is due te the plants and net the government or Undlerds, and that the terror and crime rampant In Tery Belfast have done the home rule cause mere geed because contrasted with the quiet and order prevalent ever the rest of Ireland. Te Uel fast Ierd Randelph made no allusion, and hla remarks en the exceptional cases of violence In ether parts of Ireland sen e te show his narrow partisan way of looking at matters, and proe him far Inferior te Disraeli whom he be earnestly desires te fellow. Arber Pay. Te-morrow will be Arber Day, that designated by the state authorities for the special encouragement of arboriculture. Everyone who can should plant a tire. There Is such wholesale destruction of for ests everywhere going en through the coun ceun try and no organized effort te replace them that serious results are tlneatened. These whose memories extend Kick two score of years, will remember that the spring Heeds were never.se disastrous as they have recently become. The ice and snow that form en the sides of the mountains dur ing winter were once melted gradually, the trees forming a brake against their sudden sweep. Xew, with no obstruction, and the het sun heating full upon the fiwen accu mulation of the winter, it all gees in one mighty rush te the adjacent rivers, causing destruction te life and property. It lsjtherefere net from mere sentimental reasons that the tree-planting is urged. It Is a prevision net only of economy, but of absolute necessity. Therefore let every one play the role of a tree-planter to morrow. A Seft Ceal Teel. A new soft ce.il peel is said te be in process of formation, but just new it mov ing slowly. There is a suspicion abroad that such a combination is prohibited by the constitu tion and there is ground for belief that the Democrats will carry the state. The coal peel men hope net, and if their hopes are fulfilled there will no doubt be a full- fledged soft coal cormeiant flipping its wings in exultation ever the state capital The success of the Democrats will mean the rigid enforcement of the constitution and war against the hard coal peel. The soft coal men seem te realize this fully and therefore they are waiting for the verdict of the people and striving with all their power te place their friends in office. Hemiy Gkokee was net se badly scat tered at Abram Henlll'H last as we thought, but gathers himself together in a reply, which is tbe beat he has made and m which he seems te hae Mr. Hewitt en tbe hip In a delicate question of political economy. Mil Leweli'k letter te Julian Hawthorne laajust rebukofer an abus. el trlendsblp, buttbe latter will ue deuht fall back upon tbe fact thai the poet should have known from the tenor of his questions that tbe an swers were for publication, even If he were net aware that Mr. Hawthorne was a regular writer for the press. He wisely refrains from a speclUc denial of any of the sentiments at tributed te him, but content himself with throwing a doubt en the whole report as Al tered through Mr. Hawihorne'e memory. The surprising frankness with which he spoke el tbe'jueen and the Prince of Wale, made eeine. denial necessary, and as neither of the gentlemen can be guilty of untruth, Mr. LenellM skillful dodging of the Issues may be taken as a diplomatic triumph under difficulties , and the report of the interview, as filtered through Mr. IUvtherne' mem ory, is probably correct In all esvnlial par ticulars. Ui the lemecratlc rally of irt-morren night show that the Democracy el this city are In deep earnest In this campaign. A (iriztx writing te the Philadelphia Ledger en street pavements argues with some force that tbe material is net of se much Importance as the bed. Tub mau who caused tbe conquest of France and the ruin of NaKl"en 1 1 1 died en Sunday. Count Frederick Ferdinand Ven lieiut, ex-chancller of the Auuinu empire, was the man who made an alllame with the French empeier by which liu was te invade Silesia in the rear of tbe Kussians, Napeleon trusted the Austrian, and based all his operations en the presumption that Veu Ueust would a:t as premised, but when the critical moment came the superiority of Iho Germau troops aud artillery had been se overwhelmingly demonstrated that the secret treaty was ignored aud 1 rauie left te her fate. Afterthewara French diplomat pub lished the facts aud the chancellor was driven Inte deserved retirement. He was a man et great ability and was long regarded as Bis marck's most dangerous enemy, oppeilng all bis schemes for the union of Germany. As president of the council of haieny he sided with Austria against Prussia, but te rapidly did the Iren chancellor play this gnrne of war that the Saxen troops could net be brought Inte the field until tee late te be el servica Sixenytben falling under the rule of Prussia, Ven Beust went te Austria and seen btcatne chancellor.
