Mr. Johnaen yesterday raid te the city treasurer its tneneya collected by him, less the Bum be claims for fees. lie tells us that "the chairman of the finance com mittee has bad his statement for two Benths and be thought it was satisfactory until he was wakened up one evening by an Intelligencer editorial." It is the function of the Intelligen ce!; te waken up people of the Jehnsen kind, and its experience with him is that be needs a pretty heavy shock te waken and a steady shaking te keep awake. And bow that under the pressure of a resolution by a committee of councils, instructing the city solicitor te in stitute a criminal action for em bezzlement against the ex-city solicitor, Mr. Jehnsen pays ever a part of the city's money, we think it possible that a steady holding by the cellar, and some further strong words in the ex-city solicitor's ear may induce him te see that be should send a further check te the city treasurer. He has by no means as yet cleared his skirts. The impression be says he was un der, that the finance committee was com pletely satisfied with his retention of the moneys be held, was se baseless as te strikingly exhibit the wonderful imagi nation of Mr. Jehnsen. That imagination, he confesses, misled him into keeping $1,479.01 of the city's funds te which he bad no claim, because he thought the finance committee was sat isfied, and delighted perhaps, te have him take care of it. He found out otherwise only when we told him ; and when the councils reselv ed that be was an embezzler he concluded that it was time te waken up te the fact that he had better pay ever what he bad no claim te. Mr. Jehnsen will shortly see that he has no claim te the I3SG.G5 which he still holds. The ordinance distinctly states that the city boliciter shall have no ether compen sation than his salary. Therefore, Mr. Jehnsen has no legal claim te the extra fees he charges. That is perfectly clear. But, he says, it has been the practice te pay extra fees te the selici ter; if that was se, it still would net pive them te him as a right. It would be geed ground upon which te ask councils for ad ditional fees. This was done by his prede cessor in office, we understand. If coun cils cheese te make an additional grant te the solicitor there is no one te say them nay. They have the power; but, until they make it, evidently there is no lawful claim te it; and there is no justification for hold ing city moneys in band te pay it. There has been a geed deal of talk about embezzlers of late about this town. Yeung Lawyer Evans wa3 disbarred and is te go te jail because he borrowed a client's money and lest it in speculation, and could net re pay it ; and had no friend3 te pay it for him. He did net intend te steal the money; he only wanted te use it and replace it; and a fly dropped in and he couldn't. New Mr. Jehnsen takes the city's money, and uses it and dee3 net pay it ever en de mand ; and when the thing gets het enough te burn, he finds friends te raise the most of it. He had better find the rest; and speedily. He is just making a donkey of himself and risking a jail by claiming te held moneys for fees which he has no possl pessl ble lawful claim te. The Sun's Eclipse. The chief interest in the observations of the eclipse made en Suuday will centre en the spectroscopic observatlensof the corona, and tbe emanations from the sun at the time of the total eclipse. The preminences that surround the solar disc are visible at all times, but of course are much mere readily observed when the sun is darkened. The eclipse also makes it possible for as tronomers te work with the spectroscepo upon the gaseous vapors that surround the sun. The spectrum of the sun is a series of black lines ou white greund.but when the sun is darkened by eclipse se that an observa tion of its corona can be taken, the colored lines are seen. Frem tbe3e It has been determined that there are sixteen metals that are found en earth, although two of them, rubidium and titanium, are very rare. Hydrogen is also prominent and oxygen is almost certainly established as present. All this and much mere has been revealed te us 03,000,000 of miles away by means of the spectroscope; and new the observations leek net se much tethede- termination of tbe elements in tbe sun, al though there is hope of the discovery of ethers, as te tbe determination of the na ture of the sun spots and preminences. Professer Lockyer's theory that the sun Is belted at Ut equator by a ring of gaseous matter that is constantly arising from the surface, and being drawn down again, forming sun spots, Bay find confirmation or refutation in the observations of the astronomers en the Windward Islands and there is hope that some light maybe thrown upon the enormous projections ', .from the solar envelope. It may be that the observations of Sunday will be precur sors of yet mere Important discoveries. The I'ckIItc Sedgwick. Mr. Slgwlck was net our ambassador te Mexico. He carried no credentials even te Minister Jacksen. He was simply a lawyer loekiug up the law ; who fell among a band of bleeds who con spired te get him drunk ; and had an easy time of It, because he was a dignified law yer, net used te wines : that is the kind of man that comes te deepest grief about the festive beard en the rare occasion when he gets there.
